This is one of the notable points in Circular 20/2019/TT-BTC amending and supplementing several articles of Circular 301/2016/TT-BTC providing guidelines on registration fees.

Specifically, according to Article 2 of Circular 20/2019/TT-BTC, which abolishes certain provisions in Circular 301/2016/TT-BTC, from June 1, 2019, the following 04 types of assets will no longer be exempted from registration fees:
- Assets of State-owned enterprises that are privatized into joint-stock companies or other forms of State-owned enterprise restructuring in accordance with the law shall only be exempted from registration fees for the newly established enterprises;
- Assets of organizations and individuals that have been granted certificates of ownership and usage rights and need to re-register ownership and usage due to lost, torn, decayed, blurred, or damaged certificates. The competent authorities shall re-issue ownership and usage certificates to organizations and individuals upon request;
- Vessels and boats used for fishing aquatic and marine products;
- Workshop buildings of production facilities, including guardhouses, operation houses, houses for machinery and equipment serving production and business; warehouses, canteens, and parking houses of production and business establishments.
In addition, Circular 20/2019/TT-BTC also amends and supplements the regulations on the registration fee calculation price, registration fee rates by percentage (%), and cases exempt from registration fees stipulated in Circular 301/2016/TT-BTC.
