On October 2, 2024, the Minister of Agriculture and Rural Development of Vietnam issued Decision 3329/QD-BNN-CN approving internal procedures for resolving administrative procedures related to animal husbandry under the management of the Ministry of Agriculture and Rural Development.

The Ministry of Agriculture and Rural Development of Vietnam has approved 38 internal procedures related to animal husbandry under the scope of the ministry's management, specifically including:

1. Issuance of import licenses for livestock waste treatment products containing new substances for experimentation, scientific research, exhibition at fairs, samples for laboratory analysis or manufacture for export purposes.
2. Reissuance of certificates of eligibility for the production of livestock waste treatment products.
3. Issuance of certificates of eligibility for the production of livestock waste treatment products.
4. Recognition of results from testing livestock waste treatment products.
5. Exemption from quality inspection of imported animal feed.
6. Recognition of animal feed testing methods from export countries' laboratories.
7. Importation of animal feed not previously announced on the Ministry of Agriculture and Rural Development's online portal.
8. Announcement of information on domestically produced supplementary animal feeds.
9. Reissuance of certificates of eligibility for the production of commercial animal feed or custom-ordered animal feed.
10. Registration for quality inspection confirmation of imported animal feed.
11. Recognition of testing processes and recognition of animal feed from exporting countries.
12. Change of information on supplementary animal feed products.
13. Re-announcement of information on supplementary animal feed products.
14. Announcement of information on imported supplementary animal feed products.
15. Issuance of certificates of eligibility for the production of commercial animal feed or custom-ordered animal feed.
16. First-time importation of male breeding animals, sperm, embryos, livestock breeds.
17. Recognition of new varieties or breeds of animals.
18. Export of animal breeds and animal breed products in the list of banned animal breeds for export for scientific research, exhibition, advertisement purposes.
19. Exchange of rare and valuable animal genetic resources.
20. Extension of permits for accessing genetic resources.
21. Issuance of decisions permitting the export of genetic resources for education or non-commercial research, analysis, evaluation.
22. Issuance of permits to access genetic resources.
23. Registration for access to genetic resources.
24. Issuance of a Certificate of Free Sale (CFS) for export goods under the management of the Ministry of Agriculture and Rural Development (livestock sector).
25. Amendment, supplementation/reissuance of Certificate of Free Sale (CFS) for export goods under the management of the Ministry of Agriculture and Rural Development (livestock sector).
26. Procedures for temporary designation of conformity assessment organizations for testing, inspection, evaluation, certification activities.
27. Procedures for the designation of conformity assessment organizations for testing, inspection, evaluation, certification activities.
28. Procedures for the issuance of testing operation registration certificates.
29. Procedures for the amendment, supplementation of testing operation registration certificates.
30. Procedures for reissuance of testing operation registration certificates.
31. Procedures for the issuance of inspection operation registration certificates.
32. Procedures for the amendment, supplementation of inspection operation registration certificates.
33. Procedures for reissuance of inspection operation registration certificates.
34. Procedures for the issuance of certification operation registration certificates.
35. Procedures for the amendment, supplementation of certification operation registration certificates.
36. Procedures for reissuance of certification operation registration certificates.
37. Procedures for changing, supplementing the scope, field of designated conformity assessment.
38. Procedures for reissuance of designation decisions for conformity assessment organizations.

More details can be found in Decision 3329/QD-BNN-CN, which comes into force in Vietnam from October 2, 2024.

The contents of Section 1, Section 2 of Part I (related to central administrative procedures) concerning the new administrative procedure list, replacement procedure list are abolished as per Decision 823/QD-BNN-CN in 2020 on the announcement of newly issued, replaced, or abolished administrative procedures in the livestock field within the scope of management of the Ministry of Agriculture and Rural Development of Vietnam.

The contents of Section 1, Section 2 of Part I (related to central administrative procedures) concerning the newly issued administrative procedure list; amended, supplemented procedure list are abolished as per Decision 2732/QD-BNN-CN in 2022 on the announcement of newly issued, amended, supplemented administrative procedures in the livestock field within the scope of management of the Ministry of Agriculture and Rural Development of Vietnam.
