The Ministry of National Defense has issued Circular 16/2020/TT-BQP stipulating the application of disciplinary measures, procedures, statutes of limitations, time limits, and authority for handling disciplinary actions within the Ministry of National Defense.

According to Circular 16/2020/TT-BQP, the following 30 acts of violating state laws, regulations, and military rules will be subject to disciplinary action:
- Violations of the policies and responsibilities of the commander- Violations of the authority of the commander- Disobeying orders- Failing to strictly follow orders- Obstructing comrades from performing their duties- Insulting or attacking a commander or superior- Insulting or torturing subordinates- Insulting or attacking comrades- Unauthorized absence- Desertion- Evading duty- Negligently disclosing secrets or losing classified military documents- Reporting falsely, not promptly, or failing to report- Violations of regulations on duty, command duty, shift duty, and operational duty- Violations of security regulations- Violations of safety regulations- Violations of regulations on the management and use of military weapons and technical equipment- Negligently losing or damaging military weapons and technical equipment- Appropriating or destroying trophies- Harassing civilians- Abusing military needs while performing duties- Mistreating prisoners of war or detainees- Appropriating property- Violating military conduct regulations- Disrupting public order- Drinking alcohol during working hours and being drunk- Organizing unauthorized economic activities for military personnel- Illicit use of narcotics- Disciplinary actions for other violating acts- Disciplinary actions for individuals convicted and punished by the court
