On December 30, 2016, the Ministry of Health issued Circular No. 49/2016/TT-BYT regulating the organization and operation of traffic accident emergency services on expressways.
According to the provisions of Circular 49/2016/TT-BYT, emergency response to traffic accidents on highways must adhere to the following principles:
- Ensure rapid, prompt, and effective emergency response to traffic accidents to promptly rescue and transport victims to the nearest medical examination and treatment facility.- Adhere to correct medical technical expertise in the emergency care of traffic accident victims.- Ensure close coordination among agencies, organizations, units, and individuals responsible for emergency response to traffic accident victims.
Also according to Circular 49/2016/TT-BYT, the network of facilities serving rescue operations on highways includes emergency stations on highways organized as follows:
- Emergency stations are integrated with existing medical examination and treatment facilities along the highway, including: Commune/Ward Health Stations, District Health Centers with medical examination and treatment functions, Emergency Center 115, State Hospitals, and Private Hospitals.- Location: At least one emergency station is required for every 50 km of the highway.
