This is stipulated in Article 12 of Decree 03/2017/ND-CP on casino business. According to this Decree, Vietnamese citizens are allowed to enter and play at casino business locations if they fully meet the following conditions:
- Must be at least 21 years of age and possess full civil act capacity as per the provisions of Vietnamese law;- Must have sufficient financial capability to participate in gambling at the Casino Business Location. Players must prove an average monthly income of VND 10 million or higher, or be subject to tax from the third tier or higher as stipulated in the Personal Income Tax Law;- Must purchase a ticket to participate in gambling at the Casino Business Location. The ticket price is VND 1 million/24 continuous hours/person or VND 25 million/month/person;- Must not be included in the classification where family members with full civil act capacity, including the father, adoptive father, mother, adoptive mother, spouse, biological children, or oneself, submit a request to the casino business enterprise to prohibit the person from gambling at the Casino Business Location;- Vietnamese nationals permitted to enter gambling at the Casino Business Location are only allowed to use Vietnamese dong to exchange for tokens and are allowed to exchange tokens back to Vietnamese dong in case they did not use all or won.
The following Vietnamese nationals are prohibited from entering gambling at the Casino Business Location:
- Individuals who have been criminally prosecuted, under investigation, prosecution, or trial by Vietnamese or foreign procedural agencies;- Individuals with criminal records for offenses against national security or other intentional crimes sentenced to over 3 years in prison and have not had their records expunged;- Individuals currently under temporary suspension from serving prison sentences;- Individuals serving non-custodial reform, administrative probation, residence prohibition, occupation prohibitions, prohibitions on business activities requiring security and order according to a court decision;- Individuals subject to educational measures at the commune, ward, commune-level town level; have decisions on administrative measures pending enforcement; currently addicted to drugs; temporarily suspended, postponed or are undergoing enforcement of mandatory educational or detoxification decisions;- Individuals who have been subjected to administrative measures but have not yet met the time required to be considered as not having been subjected to such measures.
Decree03/2017/ND-CP is effective from March 15, 2017.
