On June 22, 2020, the Government of Vietnam issued Decree No. 70/2010/NĐ-CP elaborating the Law on Atomic Energy regarding nuclear power plants.
According to Article 13 of Decree No. 70/2010/NĐ-CP of Vietnam’s Government, the process of quality assurance related to the building of a nuclear power plant must be appropriately detailed for each stage and cover the following 18 contents:
- Organization of a quality assurance system.
- Program on quality assurance.
- Control of designing.
- Control of procurement dossiers.
- Instructions, processes and drawings.
- Control of dossiers.
- Control of procured supplies, equipment and services.
- Determination and control of equipment, parts and supplies.
- Control of special processes.
- Program on quality inspection.
- Control of tests.
- Control of measuring and testing devices.
- Control of takeover, storage and transportation.
- Confirmation of inspection, testing and operation status.
- Control of sub-standard equipment, parts and supplies.
- Remedies and repairs.
- Quality assurance dossiers.
- Internal control.
Thus, the construction and operation of nuclear power plants must be strictly controlled at all stages, from design control to equipment and parts control to internal human resource control.
