Below are the regulations concerning 18 expenses of the Ministry of Public Security of Vietnam from the traffic violation fines and vehicle license plate auctions after being submitted to the state budget.

On December 30, 2024, the Government of Vietnam issued Decree 176/2024/ND-CP regulating the management and use of funds collected from administrative penalties related to road traffic order and safety, and license plate auctions after submission to the state budget.

18 expenses of the Ministry of Public Security of Vietnam from the traffic violation fines and vehicle license plate auctions

As stipulated in Article 5 of Decree 176/2024/ND-CP, the expenses of the Ministry of Public Security of Vietnam from funds collected from traffic violation penalties and license plate auctions after submission to the state budget are as follows:

(1) Investment in, procurement of equipment and vehicles to ensure traffic order and safety; repair, maintenance, and upgrade of equipment and vehicles.

(2) Constructing, operating, managing, upgrading, ensuring security and safety of information systems and databases on traffic order and safety.

(3) Constructing, renovating, repairing, maintaining, upgrading, and expanding facilities, command centers, headquarters, workplaces, and vehicle impound lot.

(4) Renting assets (houses, land, vehicles, equipment, and other assets) to ensure traffic order and safety.

(5) Expenses for fuel (petrol, oil, other fuels) to ensure traffic order and safety.

(6) Conducting investigations, resolving traffic accidents; addressing administrative violations in the field of traffic order and safety; handling incidents, preventing, and resolving congestion, and addressing potential traffic accident areas.

(7) Travel expenses, inspection, and supervision activities for ensuring traffic order and safety.

(8) Operating hotlines, technology applications, and software in activities ensuring traffic order and safety.

(9) Publicizing, educating, disseminating laws on ensuring traffic order and safety; training, fostering expertise, and legal knowledge checks on traffic order and safety.

(10) Summarizing, reviewing, organizing conferences, and workshops to implement tasks, ensuring traffic order and safety; rewarding collectives and individuals with outstanding achievements in traffic order and safety.

(11) Support individuals and organizations providing information on administrative violations regarding traffic order and safety.

(12) Procurement of supplies, stationery, printing files, documents; electricity maintenance for information technology systems, databases on traffic order and safety; postal, communication fees for ensuring traffic order and safety.

(13) Surveying, evaluating, proposing to build legislative documents, and developing policies, on ensuring traffic order and safety; organizing research, statistical surveys, scientific subjects, experimental activities, and product development for ensuring traffic order and safety.

(14) Allowances for officers and soldiers directly involved in ensuring traffic order and safety at night.

(15) Data entry for ensuring traffic order and safety.

(16) International cooperation on ensuring traffic order and safety.

(17) Other expenses related to security, order, and social safety as per regulations.

(18) Execution of tasks assigned by the Government of Vietnam, and the Prime Minister related to ensuring traffic order and safety.

Regulations on the expenditure level for traffic order and safety activities in Vietnam

The expenditure level for traffic order and safety activities concerning funds collected from administrative penalties on road traffic order and safety and license plate auctions after submission to the state budget is as follows:

- The allowance for officers and soldiers directly involved in ensuring traffic order and safety at night is not more than 200,000 VND/person/shift (a shift is from 4 hours or more, night time from 10:00 PM to 6:00 AM the next morning), a half shift (2 hours) is not more than 100,000 VND/person, maximum 10 shifts/month.

- The overtime allowance for officials and public employees and other forces directly involved in ensuring traffic order and safety during the day is not more than 100,000 VND/person/shift, maximum 10 shifts/month; for night shifts not more than 200,000 VND/person/shift (a shift is from 4 hours or more, night time from 10:00 PM to 6:00 AM the next morning), a half shift (2 hours) is not more than 100,000 VND/person, maximum 10 shifts/month.

- The support allowance for individuals and organizations providing information on administrative violations regarding traffic order and safety of one incident shall not exceed 10% of the administrative penalty amount, maximum 5,000,000 VND/incident.

- The expenditure level for other expenses follows legal regulations.

More details can be found in Decree 176/2024/ND-CP which comes into effect on January 1, 2025.
