Regarding this issue, LawNet would like to answer as follows:
The Minister of Finance issued Circular 56/2023/TT-BTC dated August 18, 2023, on the preparation of estimates, management, use, and settlement of funds to ensure the dissemination and education of the law, legal access standards, and grassroots conciliation.
Specifically, expenditures for dissemination, legal education, legal access standards, and grassroots conciliation are as follows:
(1) Expenditure on business trips for people who go on business trips, inspect, and supervise, including legal reporters, legal propagandists, people invited to participate in disseminating and educating the law, collaborators, experts participating in assessing legal access standards, and mediators; expenses for organizing meetings (including meetings to elect conciliators and conciliation team leaders), symposiums, summary and preliminary conferences, implementation of legal dissemination and education, legal access standards, and conciliation at the grassroots level, programs, projects, and plans
(2) Expenses for organizing training, coaching, and fostering legal knowledge, expertise, dissemination skills, legal education, legal access standards, and conciliation at the grassroots level for officials, civil servants and public employees; legal rapporteur; Law propagandists and people invited to participate in law dissemination and education; grassroots mediator; People doing legal dissemination and education work, village elders, village heads, and reputable people in the ethnic minority community according to Clause 3, Article 17 of the LLaw on law popularization and education; People in charge of disseminating and educating the law for people with disabilities according to Clause 3, Article 20 of the Law on law popularization and education.
(3) Expenses for organizing press conferences, seminars, and discussions to exchange experiences in disseminating and educating the law, standards of access to the law and conciliation at the grassroots level, solutions for implementing programs and projects, activities of the Central Law Dissemination and Education Coordination Council; ministries, ministerial-level agencies; provincial level; district; Council for evaluating standards of access to law at district level, Steering Committee for programs and projects on dissemination and education of law, standards of access to law and conciliation at the grassroots level (including: Expenses for organizing seminars, regular and extraordinary meetings of the Coordination Council for dissemination and education of law, the Secretariat assisting the Council for coordination of dissemination and education of law, Steering Committee, consulting and appraisal meetings of the District Level Legal Access Standards Evaluation Council)
Expenditure on organizing meetings to assess compliance with legal access standards at the commune level
(4) Expenses for applying information technology in dissemination, legal education, legal access standards, and grassroots conciliation; Posting legal information, other information on law-making and implementation activities, and necessary legal questions and answers for people on the portal/website used from regular funding sources; Building and operating the national electronic legal bookshelf, projects, schemes, and applications of information technology, digital, and social networks
in the work of disseminating and educating the law, legal access standards, and mediation at the grassroots according to programs, projects, and plans approved by competent authorities;
(5) Expenses for compiling and translating documents to serve dissemination and legal education, legal access standards and conciliation at the grassroots level, and the implementation of information and communication on mass media;
(6) Expenses for compiling a number of documents for dissemination, legal education, legal access standards, and mediation at specific grassroots levels;
(7) Expenses for rewarding individuals and groups with outstanding achievements in law dissemination and education, legal access standards, and grassroots conciliation;
(8) Expenses for conducting investigations and surveys on legal dissemination and education, legal access standards, and conciliation at the grassroots level;
(9) Payment of wages for working at night and overtime;
(10) Expenses for developing programs, projects, and plans for disseminating legal education, standards for access to law and mediation at the grassroots, and communicating policies that have a major impact on society in the process of developing legal documents; documents on management, direction, and guidance of programs, projects, and plans of the Coordinating Council for Dissemination and Education of Law, the Council for Assessment of Legal Access Standards, and the Steering Committee of programs, projects, and plans;
(11) Remuneration expenses
(12) Expenses for building and maintaining the activities of the Law Club and core groups;
(13) Expenses for organizing contests and competitions;
(14) Expenses for making statistical reports on legal dissemination and education activities, legal access standards, and grassroots conciliation;
(15) Expenditures on periodic or irregular inspection, supervision, and evaluation of law dissemination and education, legal access standards, and grassroots conciliation;
(16) Other expenses directly related to dissemination, legal education, legal access standards, and grassroots conciliation (if any);
(17) Expenses for conciliation work at the grassroots level;
(18) Expenses for examining, processing, reviewing, and systematizing legal documents in the fields of dissemination, legal education, legal access standards, and grassroots conciliation.
Circular 56/2023/TT-BTC takes effect on October 6, 2023.
