According to Appendix II of Decree 67/2023/ND-CP, establishments must purchase compulsory fire and explosion insurance, including:

(1) Head offices of state agencies at all levels have 10 floors or more or have a total volume of working blocks of 25,000 m3 or more.

(2) Apartment buildings, dormitories, and dormitories with 7 floors or more in height or with a total volume of 10,000 m3 or more; mixed-use buildings of 5 floors or more or with a total volume of 5,000 m3 or more.

(3) Nurseries, kindergartens, preschools with 350 children or more or a total volume of building blocks of 5,000 m3 or more; primary schools, junior high schools, high schools, and high schools with many levels of education have a total volume of blocks of 5,000 m3 or more; colleges, universities, academies, professional secondary schools, vocational schools, continuing education establishments of 7 floors or more.

(4) Hospitals with 250 beds or more; polyclinics, specialized examinations, nursing homes, rehabilitation, orthopedics, nursing homes, disease prevention facilities, medical centers, and other medical facilities that are 5 stories or more high or have a total volume of 5,000 m3 or more.

(5) Theaters, cinemas, and circuses with 600 seats or more; convention and event centers that are 5 stories or more high or have a total volume of conference and event organizers of 10,000 m3 or more; cultural houses, karaoke service establishments, dance halls, bars, clubs, beauty salons, massage service businesses, amusement parks, zoos, and aquariums with a volume of 5,000 m3 or more.

(6) Grade 1 market; grade 2 market; commercial centers, electronics, supermarkets, department stores, convenience stores, restaurants, and food stores with a total business area of 500 m2 or more or a volume of 5,000 m3 or more.

(7) Hotels, guesthouses, motels, and other accommodation establishments that are 7 stories or more high or have a total volume of accommodation blocks of 10,000 m3 or more.

(8) Office buildings of enterprises, political, and social organizations are 7 stories or more high or have a total volume of office blocks of 10,000 m3 or more.

(9) Museums, libraries, exhibitions, galleries, archives, bookstores, and fairs with a volume of 10,000 m3 or more.

(10) Post offices, radio, television, and telecommunications establishments of 5 floors or more or with a main building volume of 10,000 m3 or more; information equipment installers; data storage and management centers with a volume of 5,000 m3 or more.

(11) Stadium with a capacity of 40,000 seats or more; sports stadium; indoor sports palace with a capacity of 500 seats or more; sports centers, racetracks, and shooting ranges with a total sports hall volume of 10,000 m3 or more or a capacity of 5,000 seats or more...

(12) Airport; air traffic control tower; sea port; dry port; Type I and Type II inland waterway ports; passenger bus stations type 1, type 2; type 1 rest stop; railway stations; cable car shelters for transporting people with a volume of 5,000 m3 or more; motor vehicle registration facility...

(13) Garage with a capacity of 10 cars or more.

(14) Facilities producing, trading, preserving, and using industrial explosives and explosive precursors; warehouses of industrial explosives and explosive precursors; port for export and import of industrial explosives and explosive precursors; arsenal of weapons and support tools.

(15) Facilities for exploiting, processing, producing, transporting, trading, and preserving petroleum and petroleum and gas products on land; oil and petroleum product depots; gas depots; ports for exporting and importing petroleum and petroleum and gas products; petrol and oil stores; flammable liquid stores...

(16) Industrial establishments with fire and explosion hazard classes A and B with a total volume of buildings with main technological production lines of 5,000 m3 or more; fire and explosion hazard class C with a total volume of buildings with main technological production lines of 10,000 m3 or more...

(17) Power plant; transformer station with a voltage of 110 kV or higher.

(18) Tunnels with production, storage, and use of flammable and explosive substances with a total volume of 5,000 m3 or more; warehouses of flammable goods and supplies or non-flammable goods and supplies contained in flammable packaging with a total volume of 5,000 m3 or more.
