Information on the Identity Certificate of Vietnamese residents of undetermined nationality

Based on Clause 3, Article 30 of the Law on Identification 2023, the information printed on the identity certificate includes:

- The National Emblem of the Socialist Republic of Vietnam;- The phrase "SOCIALIST REPUBLIC OF VIETNAM, Independence - Freedom - Happiness";- The phrase "IDENTITY CERTIFICATE";- Photograph of the face, fingerprint;- Personal identification number;- Surname, middle name, and given name;- Date, month, and year of birth;- Gender;- Place of birth;- Hometown;- Ethnicity;- Religion;- Marital status;- Current residence;- Surname, middle name, given name, and nationality of the father, mother, spouse, legal representative, guardian, or ward;- Date, month, year of issuance, issuing authority;- Validity period.

Rights and Obligations of Vietnamese residents of undetermined nationality Regarding Identity in Vietnam from July 1, 2024

(1) Rights of Vietnamese residents of undetermined nationality regarding identity

According to Clause 4, Article 3 of the Law on Identification 2023, Vietnamese residents of undetermined nationality residing in Vietnam (hereinafter referred to as Vietnamese residents of undetermined nationality) are individuals living in Vietnam without documents proving Vietnamese nationality or any other nationality but have direct bloodline connections with someone who once held Vietnamese nationality, determined based on the principle of bloodline.

The Law on Identification 2023 takes effect from July 1, 2023, and applies to Vietnamese citizens, Vietnamese residents of undetermined nationality residing in Vietnam, and related agencies, organizations, and individuals. Vietnamese residents of undetermined nationality have the rights specified in Clause 2, Article 5 of the Law on Identification 2023 as follows:

- To have their personal data protected in the National Population Database and the Identity Database in accordance with the law;- To request the identity management agency to update and adjust their information in the National Population Database, the Identity Database, and the identity certificate according to the law on identity;- To have a personal identification number established for Vietnamese residents of undetermined nationality; to be issued, exchanged, and reissued an identity certificate according to the provisions of the Law on Identification 2023;- To use the identity certificate in transactions and to exercise their legal rights and interests;- To access their information in the National Population Database and the Identity Database.

(2) Obligations of Vietnamese residents of undetermined nationality regarding identity

According to Clause 3, Article 5 of the Law on Identification 2023, Vietnamese residents of undetermined nationality have the following obligations:

- To follow procedures for the issuance, renewal, and reissuance of the identity certificate as prescribed by the law on identity; to preserve the issued identity certificate;- To provide complete, accurate, and prompt information and documents of themselves to update, adjust information in the National Population Database and the Identity Database according to the law on identity;- To provide complete, accurate, and prompt information and documents of themselves that differ from the information on the identity certificate when conducting related transactions and to be accountable for the completeness and accuracy of the information and documents;- To present the identity certificate or provide the personal identification number upon request by competent authorities according to the law;- To submit the identity certificate to competent authorities in case of renewal, revocation, or retention of the identity certificate as prescribed by the Law on Identification 2023.
