According to the Report of the Ministry of Health of Vietnam, it is anticipated that there will be 152 Standards on occupational hygiene for chemical factors in the working environment in Vietnam

The content is mentioned in Report 560/BC-BYT in 2023 regarding the progress of implementing Decision 659/QD-TTg issued by the Ministry of Health of Vietnam.

Regarding the task of researching occupational hygiene factors and occupational diseases arising under new conditions (implemented during the period 2020-2030):

The Ministry of Health is the lead, in cooperation with the Ministry of Labor, Invalids and Social Affairs (MoLISA), the Vietnam General Confederation of Labor (VGCL), and related ministries and sectors: (i) The Ministry of Health is currently drafting 152 National Standards on occupational hygiene concerning chemical factors in the working environment, which are presently being consulted with relevant ministries/sectors for completion; (ii) Developing professional guidelines for treating occupational diseases covered by social insurance; (iii) Coordinating with units to supplement research on organic tin poisoning and occupational ethylene poisoning.

Thus, the Ministry of Health of Vietnam is drafting 152 Standards on occupational hygiene related to chemical factors in the working environment.

By 2025, to complete the development of the database for monitoring the working environment and occupational diseases in Vietnam

Specific objectives and targets by 2025, as stated in Report 560/BC-BYT in 2023 are as follows:

- Complete the development of a database for monitoring the working environment and occupational diseases.

- Manage 50% of labor establishments with harmful factors causing occupational diseases.

- Inspect 30% of labor establishments with harmful factors causing occupational diseases and 100% of labor establishments using asbestos in environmental monitoring work.

- Integrate occupational health care services for laborers without labor contracts into primary health care activities at local healthcare facilities. 100% of labor establishments will receive counseling on non-communicable diseases, implement prevention measures, improve health, ensure sanitary nutrition, adapt to labor conditions, and enhance physical activity at the workplace.

- 50% of laborers at labor establishments at risk of occupational diseases will have access to information on harmful factors, prevention measures, and early screening for occupational diseases.

- 100% of laborers exposed to asbestos will have their health managed, undergo screenings for occupational diseases; 100% of labor establishments using asbestos will be monitored and have their working environment inspected according to regulations.

- 100% of individuals involved in work accidents or occupational diseases will receive first aid at the workplace, medical examination, treatment, and functional rehabilitation.

- 100% of laborers in industrial parks and export processing zones will receive counseling and access to reproductive health care services, HIV/AIDS prevention and control, and maternal breastfeeding support (female laborers) until 2030.

- Reduce collective food poisoning incidents at labor establishments by 15% compared to the period 2010-2018.

In addition, priority activities according to Report 560/BC-BYT in 2023 will include:

- Developing guidance and training for provincial and city levels on the database for monitoring the working environment and occupational diseases.

- Strengthening directives for ministries, sectors, and localities on managing and inspecting occupational hygiene, occupational health for workers, aiming to achieve the indicators and goals assigned by the Prime Minister of the Government of Vietnam.

- Developing and guiding the integration of occupational health care services for laborers without labor contracts into primary health care activities at local healthcare facilities.

- Enhancing communication and counseling about non-communicable diseases; implementing prevention measures, improving health, ensuring sanitary nutrition, adapting to labor conditions, promoting physical activity at workplaces; counseling and providing reproductive health care services, HIV/AIDS prevention and maternal breastfeeding support (female laborers).

- Enhancing the treatment and rehabilitation of individuals affected by work accidents or occupational diseases; preventing food poisoning at labor establishments.

Organize evaluation and preliminary review of implementing goals and targets assigned by the Prime Minister of the Government of Vietnam to ministries, sectors, and localities and propose adjustments to the activities of the Program by 2025 to achieve the target in Decision 659/QD-TTg by 2030.
