Regarding this issue, LawNet would like to answer as follows:
On December 25, 2023, the Ministry of Finance issued Decision 2838/QD-BTC on the Ministry's 2024 administrative reform plan.
The Ministry of Finance has set out 15 tasks regarding administrative procedure reform in 2024, as follows:
(1) Strictly implement the provisions of law on control of administrative procedures; assess the impact of administrative procedures right in the process of developing draft legal documents; Strictly evaluate the provisions of administrative procedures in draft legal documents to ensure compliance with the provisions of the Law on Promulgation of Legislative Documents; strengthen inspection of the implementation of administrative procedure control.
(2) Innovate administrative processes and procedures to resolve internal affairs between agencies and units under the Ministry in the direction of simplification and integration with promoting the application of information technology and developing a digital government, creating favorable conditions for coordinating work in general and handling administrative procedures in particular.
(3) Regularly review and evaluate administrative procedures during implementation; restructure processes; reduce and simplify cumbersome and overlapping administrative procedures that cause difficulties for individuals and organizations; remove unnecessary and unreasonable record elements; Integrate and reduce unnecessary forms, declarations, and documents with duplicate information based on the application of digital technologies and available databases; Building and providing online public services and online payments, ensuring compliance with user-centered principles as prescribed in Circular 01/2023/TT-VPCP.
(4) Carry out statistics, publish, update, and publicize administrative procedures, business conditions, and reporting regimes in the field of management on the National Public Service Portal, the Ministry of Finance's Electronic Information Portal, and the Portal for consulting and looking up business regulations to ensure compliance with regulations, timeliness, accuracy, and consistency.
(5) Continue to review and propose plans to reduce and simplify regulations related to business activities, ensuring that by 2025, at least 20% of regulations will be reduced and simplified; and cut at least 20% of compliance costs related to business activities in effective documents as of May 31, 2020, as required in Resolution 68/NQ-CP 2020.
(6) Digitize records and results of administrative procedures in accordance with the Government's regulations in Decree 45/2020/ND-CP and Decree 107/2021/ND-CP and the Government Office in Circular 01/2023/TT-VPCP; carry out the transfer of documents to resolve internal administrative procedures between units under and under the Ministry electronically to meet connection and data sharing requirements to serve administrative procedures, without requiring people or businesses to provide information, documents, or results of administrative procedures that have been digitized or shared from national and specialized databases in accordance with regulations.
(7) Continue to implement the reception and return of results of administrative procedures according to the one-stop mechanism at the Ministry of Finance according to Decision 1865/QD-BTC dated September 13, 2022 and Decision 1866/QD-BTC dated September 13, 2022; organize the implementation and operation of the Single-Window Department of the Ministry of Finance and the Single-Window Department at units under and under the Ministry of Finance to ensure stability; and increase the level of satisfaction of individuals and organizations with the services of administrative agencies in the Finance sector.
(8) Continue to review and propose plans to simplify internal administrative procedures in state administrative agencies under the management of the Ministry of Finance in the period 2022–2025, according to Decision 1085/QD-TTg dated September 15, 2022, of the Prime Minister and Decision 2475/QD-BTC dated November 29, 2022, of the Ministry of Finance.
(9) Continue to implement the decentralization plan in handling administrative procedures under the management of the Ministry of Finance according to Decision 1015/QD-TTg dated August 30, 2022 of the Prime Minister.
(10) Implement Decision 2443/QD-BTC dated November 24, 2022 of the Ministry of Finance promulgating the Action Plan to implement Resolution 131/NQ-CP in 2022 on promoting administrative procedure reform and modernizing direction and administration methods to serve people and businesses; strengthen the responsibilities of heads of agencies and units under the Ministry for improving service quality in implementing administrative procedures and providing online public services.
(11) Receive, process, and respond to feedback and recommendations from people and businesses about difficulties in implementing mechanisms, policies, and administrative procedures related to production, business activities, and people's lives fall under the management of the Ministry of Finance.
(12) Research and propose solutions to remove problems in mechanisms and policies and solutions to reduce time and costs of implementing administrative procedures in the financial sector through increased dialogue and consultation with people and businesses, focusing on areas that have a direct impact on business operations such as taxes, customs, securities, insurance, etc.; collect opinions and interact with people and businesses through consulting on policies on the Consultation Portal and looking up regulations related to Government business activities.
(13) Strengthen inspection, monitoring, supervision, and evaluation of effectiveness and measure satisfaction with the handling of administrative procedures for people and businesses. Deploy the application of a set of indicators to direct, operate, and evaluate the quality of service to people and businesses in implementing administrative procedures and public services in real time in the electronic environment, according to Decision 766/QD-TTg dated June 23, 2022, of the Prime Minister and Decision 1507/QD-BTC dated July 29, 2022, of the Ministry of Finance.
(14) Continue to reform specialized inspection activities for exported and imported goods towards strengthening connection and information sharing between customs authorities and state management agencies; maximum application of information technology systems.
(15) Carry out tasks assigned by the Prime Minister in Directive 27/CT-TTg dated October 27, 2023 on continuing to promote reform solutions and improve efficiency in handling administrative procedures and providing public services to serve people and businesses.
