Directive 03/2019/TT-BNV amends and supplements certain regulations on the recruitment of officials and public employees, promotion to higher grades for officials, and advancement in professional titles for public employees, effective as of January 15, 2019. Notably, the contents that candidates participating in the recruitment of officials and public employees must comply with are specified in the Rules issued together with this Directive.

Candidates participating in the recruitment examination for officials and public employees, promotion examination for officials, and ranking promotion for professional titles of public employees must comply with the following regulations:
1. Must be present at the exam room on time as regulated. Dress neatly, demonstrating civility and decency.
2. Present the Identity Card or Citizen Identification Card or any other valid identification papers for invigilators to verify before entering the exam room.
3. Sit in the correct seat according to the registration number, place the Identity Card or Citizen Identification Card on the table for invigilators and members of the Examination Council to check.
4. Only allowed to bring writing pens, rulers into the exam room; not allowed to bring mobile phones, recorders, cameras, computers, technical means of communication, data backup devices, other information storage and transmission devices, and documents related to the exam content (unless the exam regulations state otherwise).
5. Only use the provided exam paper for writing the exam, not allowed to write on other papers. Must complete all sections as required on the exam paper. Each sheet of exam paper must have signatures of 02 invigilators; exam papers without the signatures of 02 invigilators will be considered invalid.
6. The exam paper can only be written using one type of ink in blue or black color. Other colors, glitter inks, fluorescent inks, or pencils are not allowed for writing the exam.
7. Except for the mandatory parts on the cover page, candidates are not allowed to write their names, signatures, titles, agency names, or any other marks on the exam paper.
8. Comply with all instructions from invigilators; maintain order and not smoke or use stimulants in the exam room.
9. Not allowed to communicate with others during the exam, not allowed to exchange exam papers, scratch paper, not allowed to cheat on others' exam papers or engage in any fraudulent actions. Any acts of copying, transmitting information related to the exam questions out of the exam room or receiving information from outside into the exam room are strictly forbidden.
10. If needing to ask anything, must openly ask the exam room invigilator.
11. In case of needing to rewrite, cross out or draw a line through the written parts in the exam paper (unless the exam regulations state otherwise).
12. Only allowed to leave the exam room after more than half of the exam time has passed and must have permission from the exam room invigilator. Candidates are not allowed to leave the exam room for exams lasting less than 60 minutes.
For computer-based exams, candidates are only allowed to leave the exam room after having submitted their exams and signed the exam result sheet; if candidates do not sign the exam result sheet before leaving the exam room, they will receive a score of zero (0).
If an invigilator discovers a candidate signing on behalf of someone else, both the person who signed and the person for whom the signature was made will receive a score of zero (0).
13. During the time not allowed to leave the exam room, if a candidate feels unwell, they must inform the exam room invigilator and the invigilator must promptly inform the Exam Supervisor for consideration and resolution.
14. Stop writing and submit the exam to the invigilator immediately when the invigilator announces the end of the exam time. Must clearly write the total number of exam sheets submitted and sign the submission list. In case of not completing the exam, candidates still must submit the exam sheets.
15. Any acts of damaging the computer systems used for the exam are strictly prohibited; upon discovering malfunctioning computers, promptly inform the invigilator for consideration and resolution.
Candidates who violate the above regulations will be disciplined according to the severity of the violation: Reprimand, Warning, Suspension of Exam, Cancellation of Exam Results, and may even be handled according to the criminal law regulations.
