On November 26, 2024, the Government of Vietnam promulgated Decree 154/2024/ND-CP providing guidance for Law on Residence 2020.

15 basic information items in the Citizen Residence Database in Vietnam from January 10, 2025

According to the provisions in Article 11 of Decree 154/2024/ND-CP, the basic information in the Citizen Residence Database includes:

- Residential file number.

- Information specified in Clauses 1 to 15, Clauses 21 to 25, Article 9, and Clause 4, Article 15 of the Law on Identity 2023, specifically:

- Surname, middle name, and given name at birth.

+ Other name.

+ Personal identification number.

+ Date of birth.

+ Gender.

+ Place of birth.

+ Place of birth registration.

+ Hometown.

+ Ethnicity.

+ Religion.

+ Nationality.

+ Blood type.

+ 9-digit identity card number.

+ Date, place of issue, and validity period of the identity card, citizen identity card, 12-digit identity card that has been issued.

+ Father's, mother's, spouse's, children's, legal representative's, or represented person's surname, middle name, given name, personal identification number, 9-digit identity card number, nationality.

+ Marital status.

+ Relationship with the household head.

+ Surname, middle name, given name, personal identification number, 9-digit identity card number of the household head and family members.

+ Date, month, year of death or missing status.

+ Mobile subscriber number, email address.

+ Occupation, excluding People's Army, People's Public Security, Cryptographic Force.

- Other name.

- Permanent residence, starting date of permanent residence; reason and timing of deleting permanent residence registration.

- Temporary residence, starting date, duration of temporary residence; reason and timing of deleting temporary residence registration.

- Temporary absence declaration status, subject of temporary absence declaration, duration, destination during temporary absence, end of temporary absence duration.

- Current place of residence, starting date at current residence.

- Place of lodging, duration of lodging.

- Criminal record.

- Previous offenses.

- Applied preventive measures.

- Expungement of criminal records.

- Document number, authority name, date of issuance for documents permitting Vietnamese nationality acquisition, renunciation, revocation, or cancellation.

- Number, date, authority, date for decision of prosecution, search, or cancellation.

- Other citizen information integrated and shared from other databases.

Regulations on the collection, storage, processing, protection, and exploitation, use of residence data in Vietnam

The collection, storage, processing, protection, and exploitation, use of residence data must meet the specific requirements specified in Clause 3, Article 36 of the Law on Residence 2020 as follows:

- Apply information technology to fully, quickly, and accurately collect, store, and process residency information; ensure data safety according to principles, format of database systems;

- Ensure the safety of information storage devices, residency documents;

- Protect network security, information security on computer networks regarding residency; ensure the safety of information, stored documents in the residence database; prevent, counteract actions of attacking, infiltrating, stealing information, sabotaging, damaging residence data.

- All access to the residence database to change citizen residency information must be approved by the head of the residence registration agency or other competent authority;

- Agencies, organizations, individuals are not allowed to provide, exchange, copy, or illegally print information, documents from the residence database.
