14 Tasks of the District-Level public vocational education centers in Vietnam

Recently, the Ministry of Labor, War Invalids and Social Affairs issued Circular 05/2020/TT-BLDTBXH regulating the organizational and operational regulations of district-level Public Vocational Education Centers in Vietnam.

14 Tasks of the District-Level public vocational education centers in Vietnam (Illustrative Image)

In Clause 1, Article 7 of Circular 05/2020/TT-BLDTBXH, the tasks of the District-Level Public Vocational Education Centers in Vietnam are clearly defined as follows:

- Organize and implement training programs at the elementary level and regular training programs, including: Regular training programs according to learners' demands; programs for updating, enhancing vocational knowledge, and skills; training programs in the form of apprenticeship, vocational transfer, and vocational practice; technology transfer programs, and other training programs with a training duration of less than 03 months. Implement support policies for elementary level training and training less than 03 months for rural laborers, female laborers, persons with disabilities, and other policies as stipulated by law;- Organize the development or selection and approval of training programs, curriculums, and materials of the Center as prescribed;

- Develop recruitment plans and organize recruitment;

- Manage the teaching staff, managerial staff, and other employees of the Center as entrusted by law;

- Organize production, business, and service activities to support training

;- Research and apply scientific topics on vocational education, experiment, apply, and transfer new technologies to serve the local socio-economic development;

- Organize teaching and learning activities; inspect and issue certificates as prescribed;

- Provide vocational guidance and job counseling to learners; cooperate with secondary schools and high schools to propagate, orient, and stream students;

- Cooperate with businesses, organizations, individuals, and learners' families in vocational training and vocational orientation activities; organize for learners to visit, intern at enterprises and resolve employment for learners;

- Ensure democracy and transparency in the performance of vocational training and vocational guidance tasks;

- Manage and use public assets as prescribed by law for public service providers;

- Facilitate or organize training and professional development for teachers, managerial staff, and employees of the Center to enhance their professional qualifications;

- Provide data on the activities of the Center for building a vocational education database; implement periodical and ad-hoc reporting policies as prescribed;

Perform other tasks as stipulated by law.

More details can be found in Circular 05/2020/TT-BLDTBXH which comes into effect in Vietnam from October 1, 2020.
