Regarding this issue, LawNet would like to answer as follows:

On August 23, 2023, the Vietnam Aviation Administration issued Decision 1762/QD-CHK on plan to propagate and raise awareness about "Digital transformation associated with sustainable development of Vietnam's civil aviation industry in the period 2024 - 2030".

14 tasks and sustainable development goals of Vietnam's civil aviation industry

The Vietnam Aviation Administration has set the tasks and sustainable development goals of Vietnam's civil aviation industry as follows:

(1) The Party's guidelines and policies; the State's legal policies on environmental security in sustainable development; concretizing the Resolution of the 13th Party Congress, in accordance with the country's economic restructuring program, in line with world trends on green economic development, circular economy, and digital economy.

(2) Vietnam's international commitments on environmental protection, sustainable development, and combating the impacts of climate change, especially the commitment at the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 26), the Glasgow Declaration of leaders on forests and land use; the global declaration on converting coal power to clean energy; and joining the Global Adaptation Action Alliance…

(3) Action program on green energy conversion and reduction of carbon and methane emissions in the transport sector approved by the Prime Minister.

(4) Orientation for converting the transportation industry in general and the Vietnam Airlines industry in particular to a green development method that does not emit greenhouse gases.

(5) Solutions to approach and apply advanced and modern technology, convert from using fossil energy to green energy, and reduce greenhouse gas emissions in civil aviation activities.

(6) Results and achievements in the environmental protection work of the Party and State, especially promoting the use of clean, renewable, and environmentally friendly fuel sources; developing a green economy; improving the effectiveness of international cooperation to find solutions to improve air quality and limit environmental pollution.

(7) Difficulties and challenges in environmental security affect the socio-economic development of our country. Policy on environmental protection, promotion of innovative models, scientific research programs, application of advanced technology 4.0 in the field of environmental protection, as well as ensuring environmental security in the fields of civil aviation

(8) Storing, controlling, and evaluating environmental databases

(9) Criteria for an ecological airport system associated with practical conditions in Vietnam

(10) Building and perfecting institutions and policies to develop green aviation infrastructure to ensure economic efficiency and environmental protection, contributing to reducing greenhouse gas emissions and enhancing resilience to climate change and rising sea levels.

(11) Developing and organizing the implementation of solutions to encourage vehicles and equipment at airports to use clean, economical, efficient energy, and environmentally friendly technology.

(12) Researching, developing, and organizing the implementation of programs and projects to develop environmentally friendly vehicles at airports and airfields, including vehicles using electric energy, developing green logistics centers and green ports, and applying new technology and new energy to replace traditional fuels for vehicles and equipment in aviation activities.

(13) Researching and applying digital technology to optimize the management and operation of aviation infrastructure and air transport activities, ensuring safety and smoothness, and reducing energy consumption.

(14) Researching to increase the use of sustainable aviation fuel (SAF) to gradually replace traditional aviation fuel on Vietnamese aircraft to reduce net carbon emissions in an effort to implement the Prime Minister's commitment at COP 26 to strive to achieve net zero emissions by 2050.
