Recently, the Minister of Labor, Invalids, and Social Affairs has issued Circular 38/2018/TT-BLDTBXH stipulating the standards and norms for the use of space in non-business projects in the field of vocational education.
Currently, public vocational education institutions, including colleges, secondary schools, and vocational training centers, must comply with the standards and usage norms of the area of public works in the field of vocational education.

Specifically, based on the provisions of Article 3 Circular 38/2018/TT-BLDTBXH, the area of public works in vocational education institutions includes the areas of the following types of works:
- Classroom for basic scientific courses, foundation engineering courses, professional courses, and technical drawing;- Lecture hall;- Teaching preparation room;- Council room;- Teacher's rest room;- Library;- Auditorium (over 100 seats);- Dormitory;- Canteen (kitchen);- Physical training area, sports zone;- The area of rooms and functional zones serving practice, experimentation, and testing by each training sector or profession.
In addition, public vocational education institutions must fully comply with the principles set forth in Circular 38/2018/TT-BLDTBXH when utilizing the public works area, specifically as follows:
- The standards and usage norms stipulated in this Circular are applied based on the principles prescribed in Article 4 Decree 152/2017/ND-CP dated December 27, 2017, of the Government of Vietnam, which regulates the standards and usage norms of offices and public operation facilities.- The agency or person with the authority to decide on the allocation, investment in construction, procurement, leasing, and allocation of the area of public works in the field of vocational education shall base their decision on the training scale, training sector or profession, nature of the job, the demand for use, the capability of the state budget, the existing housing and land fund, and the degree of autonomy of the public vocational education institution to decide in a way that ensures savings and efficiency.
