On June 13, 2023, the Ministry of Health issued Decision 2491/QD-BYT, approving the Project on implementing the key tasks of digital transformation of the Ministry of Health in the period of 2023–2025, with an orientation to 2030 (Project)

100% of people's accounts on medical digital platforms linking with VneID in Vietnam

Regarding the implementation of medical digital platforms, the Ministry of Health has set the following specific goals for the period 2023–2025, with a vision to 2030:

- 100% of people's accounts on medical digital platforms link with VNeID.

- Striving to reach the rate of 60% of people reaching adulthood using at least one of the digital health platforms.

- Completing the integration of medical digital platforms and the entire population's health record data warehouse, medical resource data warehouse.

Also related to VneID, the Ministry of Health also strives to ensure that by 2030, 100% of medical examination and treatment facilities will use CCCD cards with electronic chips and VNeID applications when providing medical examination and treatment.

At the same time, it also implements the following contents in order to perform the tasks assigned by the Ministry of Health in Project 06:

- 100% of people's COVID-19 vaccination data is "cleaned" with the National Population Database (except for those who have incorrectly authenticated information with the National Population Database because they do not have CCCD or have CCCD numbers in the wrong format with the wrong personal information).

- Completing the upgrade of the COVID-19 vaccination management platform to form the National Immunization Management Platform.

- 100% of medical facilities connect data from birth certificates and death notices through the information technology infrastructure of Vietnam Social Insurance to perform 2 groups of essential administrative procedures (Registration of birth - registration of permanent residence - issuance of health insurance cards for children under 6 years of age and Death registration - removal of permanent residence registration - funeral allowance).

- 100% of medical facilities (eligible for health checks for drivers) connect and share driving health certificates through the information technology infrastructure of Vietnam Social Insurance to perform public services on the renewal and re-issuance of driver's licenses.

- 100% of medical facilities connect to data according to Decision 3074/QD-BYT dated November 11, 2022, of the Ministry of Health.

- 100% of public health facilities update information and data about doctors, hospitals, health stations, pharmacies, hospital beds, and medical equipment.

- 100% of hospitals of class 2 or higher are willing to accept payment of hospital fees and medical expenses by non-cash payment methods, creating convenience for people when paying during the examination. Healing.

Upgrading the Information System for handling administrative procedures of the Ministry of Health

According to the Project, in order to upgrade the Information System to handle administrative procedures, the Ministry of Health has outlined the following tasks and solutions:

- Reviewing, evaluate, and restructure the entire business process provided by DVCs, and at the same time, restructure administrative procedures in a way that is favorable for people and businesses.

- Completing the integration of public services of departments and agencies under the Ministry of Health into the Information System for handling administrative procedures of the Ministry of Health.

- Completing integration and provision of public services by the Ministry of Health to the National Public Service Portal at the request of the Government.

- Deploying the electronic data warehouse of organizations and individuals on the Information System for handling administrative procedures of the Ministry of Health.

- Connecting to the national database on population and the national database on business registration.

- Hiring service management, operation, and maintenance of information system software to handle administrative procedures of the Ministry of Health.
