10 tasks of the Ministry of Science and Technology of Vietnam in management of  national-level science and technology programs in Vietnam (illustrative image)

According to Article 6 of Circular 05/2015/TT-BKHCN, the Ministry of Science and Technology is responsible for unified management of the Program (scientific and technological tasks of the Program) and performs the following specific tasks:

1. The standing body of the Steering Committee as assigned by the Prime Minister;
2. Leading the organization of the development and completion of the system of mechanisms and policies to implement the Program;
3. Reviewing and adjusting within its authority or proposing to competent authorities to adjust the system of Programs to meet the requirements of scientific and technological development and serve socio-economic development;
4. Approving the Program Framework; acting as the focal point for monitoring and summarizing the situation of building and organizing the implementation of the Program;
5. Leading and cooperating with the Ministry of Planning and Investment, Ministry of Finance in building estimates, balancing plans, allocating and assigning funds from the state budget annually for science and technology to implement the Program within the total budget limit projected for corresponding Ministries, branches, and localities; cooperating with related Ministries, branches, and localities to coordinate other legitimate sources of capital to implement the Program;
6. Allocating budget limits for the Program;
7. Verifying the task dossiers of the Program for the leading Ministry to consider and decide on the approval of content and implementation costs;
8. Appraising and approving the content and implementation costs of tasks with respect to the Program as prescribed by the Prime Minister;
9. Organizing guidance, inspection, auditing, and evaluation of the Program's implementation results;
10. Deciding or submitting to the Prime Minister to decide on the amendment and adjustment of goals, content, and solutions for implementing the Program to suit practical requirements.

Note: The Ministry of Science and Technology of Vietnam performs the leading Ministry's tasks according to this Circular concerning the tasks of the Program led by the Ministry of Science and Technology.
