10 General Codes of Conduct of the People's Public Security

The Ministry of Public Security issued Circular 27/2017/TT-BCA on August 22, 2017 listing 10 general conduct rules of the People's Public Security as follows:

  1. Speak and act in accordance with the guidelines and policies of the Communist Party, the policies, and laws of the State; the Six Teachings of Uncle Ho for the People's Public Security, 5 honorable oaths, 10 disciplinary rules, and regulations of the People's Public Security.
  2. Respect and diligently serve the People; maintain regular and close contact with the People, listen to the opinions of the People, and be subject to the supervision of the People.
  3. Foster ethical qualities and a pure, healthy lifestyle; be honest, straightforward, diligent, thrifty, incorruptible, and upright.
  4. Have a sense of organizational discipline and responsibility in work; strictly adhere to regulations on protecting state secrets, operational secrets, working regulations, and work processes.
  5. Continuously study to improve professional expertise; be proactive, creative, and cooperative in work to effectively accomplish assigned tasks.
  6. Do not exploit the agency's or unit's name or one's assigned duties for personal gain or personal purposes; do not cover up or facilitate organizations or individuals in committing illegal acts.
  7. Do not accept money, assets, or other benefits from agencies, organizations, or individuals related to the work you handle or under your management; do not use the act of giving or receiving gifts as a means to bribe or perform other acts for personal gain.
  8. Do not misuse the information and documents of the unit; do not conceal, distort, or alter the contents reported by agencies, organizations, and citizens related to the functions and tasks assigned to you.
  9. Do not refuse to accept, process, intentionally delay, or prolong the resolution of legitimate requests from agencies, organizations, and citizens according to your duties and responsibilities.
  10. Do not evade or push away responsibility when performing assigned tasks that cause consequences affecting the operations of your unit or other agencies, organizations, or impact the legitimate rights, interests, honor, or dignity of citizens.
