This is a notable content in Circular 01/2015/BVHTTDL issued by the Minister of Culture, Sports and Tourism, which sets forth the criteria for commendation and nomination for commendation of athletes and coaches who achieve outstanding results at international sports events.
Athletes with outstanding achievements at international sports events who meet any of the standards specified in Clause 1, Article 9 of Circular 01/2015/BVHTTDL are recommended for commendation with a Certificate of Merit from the Prime Minister of the Government of Vietnam. Specifically:

- Achieved a Silver medal at one of the following Games: ASIAD, ASIAN Para Games;- Achieved a Gold medal at one of the following Games: ABG, AIMAG;- Achieved a Gold medal at SEA Games;- Achieved 02 Gold medals at one ASEAN Para Games or a Gold medal in individual sports with a single event at the Games;- Achieved a Gold medal at one of the following Games: YOG, AYGS;- Achieved a Gold medal at the world championship of a sport not included in the Olympic sports group;- Achieved a Silver medal at the world championship of an Olympic sport;- Achieved a Gold medal at the Asian championship of an Olympic sport;- Achieved a Gold medal at the Asian championship for sports for athletes with disabilities;- Achieved a Gold medal at the world junior championship of an Olympic sport.
Furthermore, Circular 01 stipulates that coaches who directly train athletes achieving any of the following achievements are recommended for commendation with a Certificate of Merit from the Prime Minister of the Government of Vietnam: Achieved a Bronze medal at the Paralympic Games; Achieved a Gold medal at one of the following Games: ASIAN Para Games, AYG, ABG, AIMAG; Achieved a Silver medal at ASIAD or a Gold medal at the Asian championship of Olympic sports; Achieved 03 Gold medals at one SEA Games or 03 Gold medals at one ASEAN Para Games; Achieved a Gold medal at the world championship of a sport not included in the Olympic sports group.
