10 contents of propaganda information to commemorate the 70th anniversary of the Dien Bien Phu Victory (May 7, 1954–May 7, 2024) include:

(1) Historical context, the plot of the French colonialists in Operation Navarre; the Party's policy on launching the Dien Bien Phu Campaign; the progress and results of the campaign; the victories and achievements of our troops and people in the resistance against French colonialists.

(2) The significance, historical value, and great importance of the Dien Bien Phu Victory for the nation and the era; affirming the courage, intelligence, and creativity of our troops and people, especially the correct and creative political, military, and diplomatic strategies of the Party and President Ho Chi Minh.

(3) The spirit of patriotism, revolutionary heroism, the strength of national unity, the bravery and intelligence of Vietnam, the determination to fight and win, and the power of the People's Army and the Armed Forces of Vietnam are the decisive factors for the victories of the Vietnamese revolution.

(4) The loyal and solidary fighting spirit of the three Indochinese countries' troops and people; the precious support from international friends in the resistance against French colonialists.

(5) The contributions and great sacrifices of the heroes, martyrs, veterans, wounded soldiers, youth volunteers, frontline workers, and all classes of people in the resistance against French colonialists.

(6) The attention of the Party and State to the welfare of veterans, martyrs' families, and revolution contributors. Emphasizing propaganda and participation in the movements of "repaying gratitude, fulfilling responsibilities," activities remembering the origin; commending and encouraging activities to take care of policy families, revolution contributors, and people in remote, far-flung, border, and island areas of the homeland.

(7) The valuable lessons of the Dien Bien Phu Victory that need to be continued to be promoted and spread in the construction and defense of socialist Vietnam.

(8) The socio-economic, defense, and security achievements of the country, the ethnic groups in the Northwest region, and Dien Bien Province in the past 70 years; the resolutions, strategies, programs, projects, and development orientations for the Northwest region and Dien Bien Province in the coming years, especially Resolution 11-NQ/TW dated February 10, 2022, by the Politburo on the socio-economic development, defense, and security in the Central Highlands and the Northern mountainous region until 2030, with a vision to 2045.

(9) Promoting comprehensive information on the commemorative activities taking place at all levels and sectors, from central to grassroots. In particular, focusing on extensive propaganda of the following key events and activities:

- Wreath-laying ceremonies and visits to honor the heroic martyrs and historical sites.

+ Wreath-laying ceremonies and visits to pay tribute to President Ho Chi Minh at his Mausoleum and commemorate the heroic martyrs at the Memorial Monument in Hanoi, chaired by the Government Office, scheduled for the morning of May 6, 2024; Wreath-laying ceremonies and visits at the Martyrs' Cemetery of the Dien Bien Phu Battle at the Dien Bien Province, scheduled for 7:00 am on May 7, 2024.

+ Visits to honor the heroic martyrs and historical sites at the A1 Cemetery, the Dien Bien Phu Victory Museum, Him Lam Hill, and A1 Hill, chaired by the Dien Bien Province, scheduled for 2:00 pm on May 6, 2024.

- National-level commemoration ceremony in Dien Bien Province, scheduled for 7:30 am on May 7, 2024.

- National-level scientific conference chaired by the Ministry of Defense.

- Meetings of Party and State leaders with representatives of veterans and youth volunteers who participated in the Dien Bien Phu Campaign in Hanoi, chaired by the Vietnam Veterans' Association.

- Cultural, artistic, and sports activities.
