The following article contains information about the specialized departments that will be uniformly organized at the district level following the streamlining of the apparatus in Vietnam from March 1, 2025, as stipulated in Decree 45/2025/ND-CP.

On February 28, 2025, the Government of Vietnam issued Decree 45/2025/ND-CP regulating the organization of specialized agencies under the People's Committees of provinces, centrally run cities and district-level People's Committees, districts, district-level towns, centrally affiliated cities, and cities under centrally affiliated cities.

In Article 15 of Decree 45/2025/ND-CP, the specialized departments are organized uniformly at the district level after streamlining the apparatus include:

(1) Department of Home Affairs: Advising and assisting the district-level People's Committee in performing the function of state management over: State administrative organizations; local government, administrative territorial boundaries; officials and public employees, and civil service; administrative reform; associations, non-governmental organizations; emulation and commendation; state archives and records; youth; labor, salary; employment; social insurance; occupational safety and health; people with meritorious services; gender equality.

Performing state management advisory functions on ethnic and religious beliefs in cases where the Department of Ethnic and Religious Affairs is not established.

(2) Department of Justice: Advising and assisting the district-level People's Committee in performing the function of state management over: Legislation building and implementation, monitoring law enforcement, review and handling of legal documents, dissemination, and legal education; grassroots mediation, legal assistance, adoption, civil status, certification, management of law enforcement on administrative violations, and other judicial tasks as prescribed by law.

(3) Department of Finance - Planning: Advising and assisting the district-level People's Committee in performing the function of state management over: Finance; planning and investment; enterprises, cooperative economy; state financial funds outside the budget.

(4) Department of Education and Training: Advising and assisting the district-level People's Committee in performing the function of state management over: Preschool education; general education (primary education and lower secondary education); vocational education, continuous education (if any).

(5) Department of Economy, Infrastructure, and Urban: Advising and assisting the district-level People's Committee in performing the function of state management over: Construction planning, architecture; construction investment activities; urban development; urban technical infrastructure, industrial parks, economic zones, high-tech zones (including: water supply, urban drainage and industrial parks, economic zones, high-tech zones, building material production facilities; urban lighting, urban greenery; cemetery management, except for martyr cemeteries; urban underground construction management; management of shared use of urban technical infrastructure); housing; public offices; building materials; transportation; small and handicraft industries; industry; commerce.

(6) Department of Culture, Science, and Information: Advising and assisting the district-level People's Committee in performing the function of state management over: Culture; family; physical training and sports; tourism; advertising; postal services; telecommunications; information technology (excluding information security, cybersecurity); radio and television broadcasting; press; publishing; grassroots information; foreign information; information infrastructure; science and technology; digital economy, digital society, and digital transformation.

(7) Department of Health: Advising and assisting the district-level People's Committee in performing the function of state management over: Preventive medicine; medical examination, treatment, and rehabilitation; traditional medicine and pharmacy; reproductive health; medical equipment; pharmaceuticals; cosmetics; food safety; health insurance; population; social protection; child protection and care; prevention and control of social evils (excluding drug rehabilitation and post-drug rehabilitation management).

In cases where the Department of Health is not organized separately, the function of advising and assisting the district-level People's Committee in managing the health sector falls to the Office of the People's Council and the People's Committee.

(8) District Inspectorate: Advising and assisting the district-level People's Committee in performing the function of state management and carrying out inspection work, citizen reception, complaint resolution, denunciation, prevention and combating of corruption, wastefulness, and negativity as prescribed by law.

(9) Office of the People's Council and the People's Committee: Advising and assisting the People's Council and the district-level People's Committee on: Programs, work plans of the People's Council, the People's Committee; advising the Chairman of the district-level People's Committee; administrative procedure control; implementation of the one-stop-shop mechanism in administrative procedures within the local jurisdiction; providing information to serve the management and operation of the People's Council, the People's Committee, and state agencies in the locality; ensuring physical and technical facilities for the operation of the district-level People's Council and the People's Committee; assisting the Chairman and Vice-Chairmen of the district-level People's Committee in performing tasks and powers within their authority; managing internal administrative work of the Office.

Performing the function of advising and assisting in state management of health in cases where the locality does not establish the Department of Health.

For district-level administrative units with national territorial borders on land, sea, and islands, the Office of the People's Council and People's Committee at the district level will advise and assist the district-level People's Committee in performing the function of state management over foreign affairs and borders.

For localities that do not organize a People's Council, the advisory and assisting function for the People's Council is omitted, and the name is changed to the Office of the district-level People's Committee.
