09 Responsibilities of the Agency Managing Projects at the Ministry of National Defense Level

Accordingly, Circular 84 stipulates that the managing agency of a subject under the Ministry of Defense has the following responsibilities and powers:

- Preside and cooperate with relevant agencies and units to organize the Advisory Council to determine the list of subjects of the national level, submit to the Minister of Defense for approval, and send the proposed list of national-level commissioned subjects to the Ministry of Science and Technology for implementation within the Ministry of Defense.- Preside and cooperate with relevant agencies and units to organize the determination of the list of subjects under the Ministry of Defense, submit to the Minister of Defense for approval.- Preside over the review of the Explanatory Note and the appraisal of funding; submit to the Minister of Defense for approval of the results of the review of the Explanatory Note and the appraisal of funding for subjects under the Ministry of Defense.- Along with the Project Management Board, program, science, and technology project (if any), as the commissioning party (Party A), sign contracts with the managing unit of the subject, the presiding unit implementing the subject, and the subject head.- Coordinate with the Finance Department/Ministry of Defense and State functional agencies in aggregating and balancing the funding for implementing subjects under the Ministry of Defense to allocate into the budget plan.- Preside over inspections; cooperate with relevant agencies and units to inspect the implementation of subjects under the Ministry of Defense; preside or cooperate with the functional agency of the Ministry of Science and Technology to inspect national-level subjects; adjust the implementation contracts as prescribed.- Preside over the organization of evaluation, acceptance, recognition of results, and liquidation of contracts for implementing subjects under the Ministry of Defense; preside over the organization of evaluation at the grassroots level for national-level subjects.- Manage the list, content, and results of subjects implemented by units within the Ministry of Defense with ministries, sectors, and localities.- Other responsibilities and powers as prescribed by law.
