Recently, the Ministry of Finance of Vietnam issued Circular 46/2014/TT-BTC on regulations regarding the examination, management, issuance, and revocation of valuer cards in Vietnam.

Article 16 Circular 46/2014/TT-BTC stipulates 09 responsibilities and powers of the Examination Council of the valuer exam in Vietnam. Specifically, the responsibilities are as follows:
1. The Chairman of the Examination Council is accountable to the Minister of Finance and to the law for organizing the valuer exam in accordance with regulations. Each member of the Examination Council is individually responsible to the Chairman and to the law for the results of their assigned duties.
2. Approve the exam organization plan; exam room rules and regulations; and publicly announce the exam plan on the web portal of the Ministry of Finance.
3. Organize the receipt, check the applications, and establish and review the list of candidates taking the exam; publicly announce on the web portal of the Ministry of Finance the list of eligible and ineligible candidates.
4. Organize the development of question papers and answers for each exam.
5. Organize the proctoring and grading of exams according to regulations.
6. Compile the exam results for each exam and submit them to the Ministry of Finance for approval; notify each candidate of their exam scores after approval by the Ministry of Finance.
7. Organize the re-marking of exam results in accordance with regulations for candidates who request re-marking; compile the re-marking results and submit them to the Ministry of Finance for approval before notifying candidates of the re-marking results.
8. The Examination Council may use the seal of the Ministry of Finance or the seal of the Department of Price Management during the Council's operational period.
9. Compile and submit to the Ministry the list of candidates eligible for consideration to be issued a valuer card for each exam.
