Regarding this matter, LawNet would like to answer as follows: 

On February 19, 2024, the Minister of the Ministry of Labor - Invalids and Social Affairs issued Circular 01/2024/TT-BLDTBXH on the regulations for the process of developing, appraising, and issuing intermediate- and college-level vocational training programs; organizing compilation, selection, appraisal, approval, and use of teaching materials.

Specifically, the intermediate- and college-level vocational training programs must meet the following requirements in Vietnam as of April 5, 2024:

(1) The training program must meet the regulations on the minimum knowledge volume and competency requirements that learners have to achieve after graduation for each field, profession, and level of training. For fields and professions that have not yet had regulations on the minimum knowledge volume and competency requirements that learners achieve after graduation, they must ensure compliance with the regulations in Circular 12/2017/TT-BLDTBXH on the minimum knowledge and competency requirements that learners have achieve after graduation for intermediate- and college-level training; Circular 04/2023/TT-BLDTBXH amending some articles of Circular 12/2017/TT-BLDTBXH.

(2) The program must have the list and duration of each subject, module in the training program; the time for theory study, practical training, internships, and examination time at the end of the subject, module.

(3) The content and duration of studying general subjects in the training program must be implemented according to the regulations of the Minister of the Ministry of Labor - Invalids and Social Affairs.

(4) The training program must ensure a scientific, logical, systematic, practical, and adaptable approach to the diverse training methods. The professional content must meet the core competencies of the profession; the supplementary competencies, optional competencies, and advanced competencies for learners to choose according to their needs.

(5) The evaluation methods for learning outcomes must be appropriate for the training methods, determining the level of competency achieved by learners after completing the subjects and modules of the training program.

(6) The content of the training program must meet the changes in science, technology, production, business, and services; meet the needs of businesses and the labor market, suitable for the socio-economic development requirements of the sector, locality, and country.

(7) Ensuring modernity and international integration, tend to approach the advanced training level of developed countries in the world; aim for green training requirements and digital transformation objectives.

(8) Ensuring connectivity with vocational education training levels and other training levels in the national education system.

(9) Specifying the conditions for organizing the implementation of the training program and the conditions for ensuring training quality.

The structure of the intermediate- and college-level vocational training programs in Vietnam

The structure of the training program by each field, occupation includes:

- Name of the training field, profession;

- Code of the field, profession (for fields and professions in the List);

- Level of training;

- Enrollment target;

- Course duration (academic years);

- Total knowledge of the entire course (hours, credits);

- Program introduction/description of the training field, occupation;

- Training objectives;

- Summary table of competencies in the field, profession in the training program;

- List and duration of subjects, modules (mandatory, elective);

- Detailed program of subjects, modules (mandatory, elective);

- Instructions for using the program.

(Article 4 of Circular 01/2024/TT-BLDTBXH)

Circular 01/2024/TT-BLDTBXH takes effect on April 5, 2024, and replaces Circular 03/2017/TT-BLDTBXH on the process of developing, appraising, and issuing programs; organizing compilation, selection, and appraisal of teaching materials for intermediate and college-level training.

The programs and teaching materials developed, appraised, selected, and issued according to the regulations of Circular 03/2017/TT-BLDTBXH and the Law on Vocational Education 2014 will continue to be implemented until the next update, amendment according to the regulations in Circular 01/2024/TT-BLDTBXH.

The programs and teaching materials that are being developed according to the regulations in Circular 03/2017/TT-BLDTBXH but have not been appraised and issued when Circular 01/2024/TT-BLDTBXH takes effect will be recognized for the results that have been implemented.
