On August 16, 2020, the Ministry of Labor, Invalids, and Social Affairs promulgated Circular 05/2020/TT-BLDTBXH stipulating the organizational and operational regulations of district-level public vocational education and training centers in Vietnam.

Circular 05/2020/TT-BLDTBXH specifically stipulates 09 powers of the Directors of district-level public vocational education and training centers as follows:
- Deciding on measures to implement the duties and powers of the Center;
- Deciding to establish functional departments, specialized and operational teams; production, service, and training support teams according to the approved organizational structure of the Center's organizational and operational regulations;
- Deciding on the appointment of heads, deputy heads of departments, heads, deputy heads of specialized and operational teams; production, service, and training support teams within the Center according to regulations;
- Organizing recruitment, management, and effective use of the team of teachers, managers, and workers of the Center according to legal regulations; deciding on the labor contract conclusion with teachers, managers, and workers according to legal regulations;
- Concluding vocational, supplemental, and refresher training contracts for learners according to legal regulations;
- Signing rental, joint venture, and association contracts with other vocational education institutions, and production, business service establishments in vocational, supplemental, or refresher training or organizing production, business services according to legal regulations;
- Issuing certificates to learners at the Center according to regulations;
- Deciding on rewards, discipline for teachers, managers, workers, and learners of the Center within the scope of management decentralization;
- Enjoying policies according to regulations.
