Circular 29/2020/TT-BQP prescribes the working relationship of the Commune, Ward, Commune-level Town Military Command and the Military Command of Agencies and Organizations; responsibilities, duties, and working relationships of commanders of the Militia and Self-Defense Forces.

In Clause 3, Article 4 of Circular 29/2020/TT-BQP, the working relationships of the Chief Commander of the commune-level military command are regulated as follows:
- The relationship with the Chief Commander of the district-level military command is one of subordination to their direction and command regarding local defense and military tasks;- The relationship with the Party committee (branch) at the commune level and the military branch at the commune level is one of subordination to their leadership and direction regarding local defense and military tasks;- The relationship with the Chairman of the commune-level People's Committee is one of subordination to their direction, management, and execution regarding local defense and military tasks;- The relationship with the political commissar of the commune-level military command is one of coordination;- The relationship with the Deputy Chief Commander and the Deputy Political Commissar of the commune-level military command is one between higher and lower ranks;- The relationship with the head of the police and heads of departments, agencies, and organizations at the commune level is one of coordination and cooperation. In a state of national defense emergency or wartime, the Chief Commander of the commune-level military command leads the unified command of the armed forces at the commune level to perform tasks of combat readiness, combat, and combat support in the area according to the law;- The relationship with the head of agencies, organizations, and units stationed or operating within the commune is one of coordination and cooperation in matters related to defense and military tasks;- The relationship with the commanders of militia units under their management is one between higher and lower ranks. The relationship with the commanders of militia units not under their management is one of coordination.
Additionally, the Chief Commander has the responsibility to advise the Party committee (branch), and local authorities on leading, directing, managing, and executing the defense and military tasks at the commune level in accordance with the law.
