08 steps to formulate a training program for higher education qualifications in Vietnam

The Draft Circular specifies the process of developing training programs for higher education levels including 08 steps:

Step 1: Survey to collect opinions of key stakeholders (schools, professional scientists, lecturers; representatives of employers, professional associations; graduates, final year students) on the current situation and the demand for human resource training for the training industry, on the objectives and output standards of the training program, in combination with the requirements on the training program standards as prescribed in this Circular.

Step 2: Develop general goals, specific goals and output standards of the training program in line with the training institution's mission, vision, and main goals, training program standards and Vietnam National Qualification Framework; meet the human resource needs for the training industry.

Step 3: Formulate the training program structure (knowledge blocks, modules and credits, logical sequence of modules, teaching plan) to meet training program standards, Vietnam National Qualification Framework and ensure the defined goals and output standards.

Step 4: Compare and contrast training programs at the same level, in the same industry, of other training institutions in the country and abroad, and standardize training programs for each specific industry or industry group to complete the training program.

Step 5: Develop a detailed course outline based on the output standards of the training program assigned to the module; promulgate documents guiding and regulating the implementation of training programs, ensuring training quality for each course. Teaching and assessment activities designed in the training program must be compatible to meet the output standards of the training program.

Step 6: Organize seminars to collect opinions from lecturers and managers inside and outside the training institution, scientists, representatives of relevant employers and graduates (if any) about the training program.

Step 7: Finalize the draft training program on the basis of receiving feedback from stakeholders and submit it to the Scientific and Training Council of the training institution for consideration and implementation of the appraisal and application procedures.

Step 8: Evaluate and regularly update program content and teaching methods based on new advancements of the field, training industry and requirements of employers.
