08 Standards on professional capacity and knowledge of senior lecturers in Vietnam (Class I)

Recently, the Ministry of Education and Training of Vietnam issued Circular 40/2020/TT-BGDDT regulating codes, standards of professional titles, appointments, and salary arrangements for public employees teaching in public higher education institutions.

Circular 40/2020/TT-BGDDT of Vietnam stipulates 08 standards regarding the professional competence for senior lecturers (Grade I) in public higher education institutions in Vietnam as follows:

1. Possess profound knowledge in the subjects assigned to teach and solid knowledge in some related subjects within the entrusted training discipline;

2. Master the reality and development trends of training and scientific research in the given discipline;

3. Lead the implementation of at least 02 (two) grassroots-level scientific and technological tasks or 01 (one) higher-level scientific and technological task that has been assessed with results meeting the requirements or higher;

4. Supervise at least 02 (two) master’s degree holders or supervise (as the main or co-supervisor) at least 01 (one) doctoral student receiving a PhD degree;

- For lecturers teaching in health sciences, supervising 01 (one) student successfully defending a specialty thesis or a resident doctor is equivalent to supervising 01 (one) master’s degree holder.

- For lecturers teaching in the arts, leading 01 (one) notable domestic or international research or creative work can replace supervising a PhD student.

- For lecturers not supervising master’s theses or doctoral dissertations, the quantity of assessed scientific research projects should be twice the number specified in this section;

5. Lead the compilation of at least 01 (one) training book, assessed, reviewed, and approved by the academic council (established by the head of the higher education institution or an authorized level), to be used in training and professional development from undergraduate level upwards, suitable to the teaching discipline and carrying an international standard ISBN code;

6. Be the author of at least 06 (six) scientific research papers published in scientific journals with an international standard ISSN code;

7. Be capable of applying information technology and using foreign languages in performing the tasks of a senior lecturer (Grade I);

8. Officials applying for promotion from the current position of senior lecturer (Grade II), code V.07.01.02 to senior lecturer (Grade I), code V.07.01.01, must have held the Grade II senior lecturer position, code V.07.01.02 or equivalent for at least 06 (six) years, including at least 01 year (a full 12 months) in the Grade II position, code V.07.01.02, up to the date of the application deadline for the exam or promotion evaluation.
