- Organization and operation of preschool, general education, and continuing education institutions include: issuance of internal management documents and dissemination, legal education; organizational structure building; implementation of public disclosure regulations in the field of education; internal inspection work and implementation of regulations on organization and operation according to the school's Charter and Regulation.- Implementation of professional regulations, educational content, and methods; management and usage of textbooks, educational materials, teaching equipment, and children's toys.- Implementation of enrollment regulations, management, education of learners, and policies towards learners.- Planning, recruitment, utilization, appointment, training, fostering, evaluation, and implementation of policies towards teachers, educational managers, and other laborers.- Work on private investment in education, managing extra teaching, and learning.- Conditions ensuring educational quality; compliance with educational quality assessment regulations.- Implementation of regulations on collection, management, and use of tuition fees and other financial resources.- Organization of scientific and technological activities; application, development, and transfer of technology; implementation of scientific services; organization of international cooperation activities in education.- Implementation of other legal regulations on higher education and professional intermediate education.
