08 Principles for Implementing the Drug Support Program

Circular No. 31/2018/TT-BYT issued by the Ministry of Health stipulates the implementation of the program providing free medication to health facilities for the treatment of patients. This document takes effect from January 1, 2019.

According to the provisions of Circular 31, the implementation of the drug support program must be based on the following principles:

- The drug support program must be based on a contract between the pharmaceutical business establishment and the medical examination and treatment establishment and must ensure that no condition is set for the medical examination, treatment establishment, and patients to abandon, refuse, or change the use of a drug or change the treatment method.- The medical examination and treatment establishment must have an appropriate professional scope, meet the conditions regarding human resources and equipment suitable for the prescription and use of support drugs.- The pharmaceutical business establishment must meet the legal conditions for pharmaceutical business activities, ensuring the quality and origin of drugs in the support program.- Patients participating in the program must be within the target subjects of the drug support program, have a confirmed diagnosis suitable for the program's scope, and voluntarily participate in the program.- Prescribers must comply with legal regulations on prescribing, the program’s requirements, and must be tasked in writing by the head of the medical examination and treatment establishment to participate in the program.- Drugs in the support program must be legally licensed for circulation by the Ministry of Health in Vietnam.- The partial drug support program must be approved by the Ministry of Health regarding the program content before implementation.- The management funding for the drug support program shall be agreed upon between the pharmaceutical business establishment and the medical examination and treatment establishment.
