On December 30, 2022, the Prime Minister of Vietnam issued Decision 1658/QD-TTg promulgating the Government's Master program on thrift practice and waste prevention in 2023.

In particular, the Prime Minister of Vietnam requested to focus on implementing a number of key tasks in thrift practice and waste prevention in 2023.

The practice of thrift and anti-waste in 2023 should focus on the following key tasks:

(1) Effectively perform tasks and solutions according to the Program on socio-economic recovery and development, striving to achieve the highest goals; socio-economic development tasks in 2023 have been set out by the National Assembly to contribute to the increase of gross domestic product (GDP) by about 6.5%, the size of GDP per capita is about 4,400 USD/person.

(2) Focusing on reviewing and fully promulgating legal documents detailing and guiding the implementation of laws related to thrift practice and waste prevention;

Reviewing and promulgating national regulations and standards, unit prices, economic-technical norms in investment, construction, and public services that are lacking, overlapping, or conflicting;

Amendment and supplementation of norms for public expenditure, public property, public vehicles, contracted expenditures, and fixed funding for the use of public property, labor, payroll, and the management and use of natural resources, land, and minerals.

(3) Tightening discipline, financial discipline, and the budget; drastically implementing solutions to combat revenue loss, transfer pricing, tax evasion, and tax debt recovery; strictly controlling the state budget deficit.

Striving to balance resources to carry out the reform of salary and social insurance policies in accordance with Resolutions 27-NQ/TW and Resolution 28-NQ/TW of the 7th Central Conference (Term XII).

Thoroughly grasping the principles of publicity and transparency and requiring thorough thrift and anti-wastefulness right from the stage of defining tasks; ensuring the implementation of unified tasks from the stage of cost estimation to the allocation, management, and use of the state budget; closely, thriftily, and efficiently administering state budget expenditures; and cutting unnecessary expenses.

Review all expenditures transferred from the state budget until December 31, 2021, to cancel and recover to the state budget the funds transferred that do not need to be used or are overdue for disbursement.

(4) Improving the management and use of public investment capital; implementing tasks and solutions for the disbursement of public investment capital plans at all levels and branches, with this as the top political task in 2023;

Focus on solving difficulties and obstacles both in terms of institutions, mechanisms, and policies, on the principle that whatever level promulgates, that level must remove.

Strengthen coordination between ministries, central agencies, localities, agencies, and units, ensuring efficiency and substance in handling work.

(5) Promoting effective implementation of the Law on Management and Use of Public Property 2017; reviewing and finalizing documents detailing and guiding the Law in order to create a synchronous, unified, and convenient legal basis for agencies, organizations, and units in organizing and implementing.

(6) Strengthening the management, exploitation, and efficient use of land, resources, and minerals by focusing on perfecting institutions and policies on land management and use in a synchronous manner and in line with the institutional development of a socialist-oriented market economy.

Land resources are managed, exploited, and used in the most economical, sustainable, and efficient manner; met the requirements of promoting industrialization, modernization, equity, and social stability; ensured national defense and security; provided environmental protection; adapted to climate change; created a driving force for our country to become a high-income developed country.

(7) Renovating and improving the efficiency of state-owned enterprises.

Accelerating restructuring, equitization, and divestment; improving the efficiency of state capital investment in enterprises.

(8) Raise awareness of all levels, branches, cadres, civil servants, and public employees in directing, operating, and organizing the implementation of targets and solutions on thrift practice and anti-waste.

Strengthen the work of disseminating, propagating as well as inspecting and examining thrift practices and fighting waste associated with a timely reward and discipline mechanism in order to create a clear change in awareness and organization of implementation in agencies and units.

Requirements in thrift practice and waste prevention in Vietnam 2023

The practice of thrift and waste prevention in 2023 must ensure the following requirements:

- Stick to the requirements, tasks, targets, and solutions in the Government of Vietnam's Master Program on thrift practice and anti-waste for the period 2021 - 2025; associated with fulfilling the main socio-economic targets set out in the socio-economic development plan in 2023.

- The thrift practice and anti-waste program must be comprehensive, but it must also have a focus. For example, focusing on the theme for 2023, "Implement fully, seriously, and with quality, ensuring the progress of the tasks, solutions, and recommendations set out by the National Assembly in Resolution 74/2022/QH15,"

- In the fields, thrift practice and anti-wastefulness norms must be maximally quantified, appropriate to the actual situation, and guaranteed to be substantive; they must have a basis for evaluating, inspecting, and monitoring the results of regulatory implementation.

- Practicing thrift and fighting waste must be associated with strengthening the work of inspection, examination, audit, and supervision, promoting administrative reform, and reorganizing the apparatus of the political system, anti-corruption, negative.
