08 General Standards for Directors and Deputy Directors of the Department of Education and Training

Directors and Deputy Directors of Departments of Education and Training under the People's Committees of provinces and centrally governed cities (hereinafter collectively referred to as Directors and Deputy Directors of Departments of Education and Training) are required to meet the general standards specified in Article 3 of Circular 13/2019/TT-BGDDT, specifically as follows:

- Mastering the policies and guidelines of the Communist Party, policies, and laws of the State on the field of education and training and related fields to apply them in the leadership, management, and direction of the education and training sector in the locality. Being exemplary in ethics, lifestyle, compliance with the policies and guidelines of the Communist Party, and policies and laws of the State.- Being dedicated and responsible for work, management, and administration; having a scientific, democratic, and principle-based working style; being decisive, responsible for work, management, and administration; having the spirit of being imaginative, daring to do, passionate about learning, research, creativity, and dynamism to excellently complete assigned tasks; having an honest, modest, upright, and simple lifestyle; actively preventing negative manifestations in local education and training.- Having the capability to predict, strategic thinking, development orientation, and summarizing practical experiences; capability in managing change; capability in handling information and communication in education and training.- Having the capability to advise the provincial People's Committee, the Chairman of the provincial People's Committee on the formulation and implementation of guidelines and policies on education and training; capability in organizing and implementing tasks under the State management responsibility of the Department of Education and Training as prescribed to solve local education and training issues.- Having the capability to gather the masses, unite internally, implement democracy; build a cultural working environment, and promote the creativity of members within the Department of Education and Training and affiliated educational institutions.- Having the capability to cooperate with levels, agencies, organizations, and related individuals to effectively perform the assigned tasks, and take care of developing education in the locality.- Possessing a certificate of training for the position of Director, Deputy Director of the Department of Education and Training as specified by the Ministry of Education and Training.- Having a working period in the education sector of 05 years or more.
