08 Emulation Clusters in the People's Court

Accordingly, Circular 01 stipulates the Emulation Clusters of the People’s Court, including:

- Emulation Cluster I, People's Court at two levels of 14 provinces (cities) in the Red River Delta and Northern Midlands region: Hanoi, Hai Phong, Bac Ninh, Vinh Phuc, Hai Duong, Hung Yen, Quang Ninh, Thai Binh, Nam Dinh, Ha Nam, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh.- Emulation Cluster II, People's Court at two levels of 14 northern mountainous provinces: Ha Giang, Tuyen Quang, Cao Bang, Bac Kan, Hoa Binh, Lai Chau, Dien Bien, Son La, Lang Son, Lao Cai, Yen Bai, Thai Nguyen, Bac Giang, Phu Tho.- Emulation Cluster III, People's Court at two levels of 12 provinces (cities) in the Central Coastal and Central Highlands region: Quang Binh, Quang Tri, Thua Thien - Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Gia Lai, Kon Tum, Dak Lak, Phu Yen, Khanh Hoa.- Emulation Cluster IV, People’s Court at two levels of 10 provinces (cities) in the Southeastern region: Ninh Thuan, Binh Thuan, Ba Ria - Vung Tau, Binh Duong, Binh Phuoc, Tay Ninh, Dong Nai, Dak Nong, Lam Dong, Ho Chi Minh City.- Emulation Cluster V, People's Court at two levels of 13 provinces (cities) in the Southwestern region: Long An, Tien Giang, Dong Thap, An Giang, Ben Tre, Vinh Long, Tra Vinh, Soc Trang, Ca Mau, Bac Lieu, Kien Giang, Hau Giang, Can Tho.- Emulation Cluster VI, consists of 12 units (under the Supreme People's Court, Court Academy): Office, Department of Planning and Finance, Department of Legal Affairs and Scientific Management, Inspection Committee, Department of Organization and Personnel, General Affairs Department, Department of International Cooperation, Department of Emulation and Commendation, Southern Affairs Department, Justice Newspaper, People's Court Journal, Court Academy.- Emulation Cluster VII, consists of 06 units: the High People's Courts in (Hanoi, Da Nang, Ho Chi Minh City) and the Inspectorate Departments (I, II, III) under the Supreme People's Court.- Emulation Cluster VIII, includes: Military Courts at all levels.

Additionally, Circular 01 also stipulates the functions, duties, and powers of the Emulation Clusters to be implemented according to the Operating Regulations of the Emulation Clusters in the People’s Court, issued by the Chief Justice of the Supreme People's Court.

The Head and Deputy Head of each Emulation Cluster are elected annually by the Emulation Cluster and decided by the Chief Justice of the Supreme People's Court at the proposal of the Director of the Department of Emulation and Commendation of the Supreme People's Court.

The Head of the Emulation Cluster organizes, directs the activities of the Emulation Cluster, and is responsible to the Chief Justice of the Supreme People's Court for all activities of the Emulation Cluster.
