The Ministry of Justice issued Circular 03/2017/TT-BTP on April 05, 2017, stipulating specific standards required for the Senior Inspector Rank.
According to Circular 03, officials holding the rank of Senior Inspector must meet the following standards:
- Master the policies and guidelines of the Communist Party, the laws of the State, directives, and resolutions of higher authorities to apply in the work of civil judgment enforcement and administrative judgment enforcement; the strategic goals for economic, cultural, and social development.- Master and thoroughly understand state administrative management knowledge and deeply understand the law regarding civil judgment enforcement, administrative judgment enforcement, the law on complaint and denunciation resolution; proficiently apply principles, policies, and procedures for inspection, examination, and resolution of complaints and denunciations in civil judgment enforcement, administrative judgment enforcement; deeply understand the laws regarding civil judgment enforcement, administrative judgment enforcement; proficiently apply the principles, policies, and procedures in civil judgment enforcement operations.- Grasp the situation and development trends of the civil judgment enforcement sector domestically and globally; organize research to serve management and handle management information.- Have the ability to propose, advise on policy formulation, and lead the drafting of laws, ordinances, projects, and programs related to the professional operations of the civil judgment enforcement sector for submission to competent authorities for consideration and decision.- Be proficient and master skills in drafting, presenting, defending, and organizing implementation to build and deploy projects, schemes, programs, work plans, and teaching materials related to civil judgment enforcement, administrative judgment enforcement, inspection operations, complaint and denunciation resolution in civil judgment enforcement.- Have the capacity for scientific research, summarizing broad topics within the assigned field, proposing strategic issues related to civil judgment enforcement and administrative judgment enforcement; have the ability to analyze, summarize, and aggregate across various fields related to judgment enforcement.- For officials applying for the rank of Senior Inspector, they must have led or participated in drafting at least 02 (two) legal normative documents approved by competent authorities or led, researched, drafted or participated in researching, drafting at least 02 (two) topics, projects, programs of scientific research at the ministry, central authority, and local authority levels that met the requirements, or led and participated in drafting at least 02 (two) specialized projects, programs, or led and effectively implemented at least 02 topics, projects, innovations within the scope of the General Department of Civil Judgment Enforcement or the civil judgment enforcement system.- Officials applying for the rank of Senior Inspector must have held the rank of Intermediate Inspector or equivalent for a minimum of 05 years (60 months), of which the time holding the rank of Intermediate Inspector is at least 02 years (24 months).
