On September 26, 2023, the Ministry of Culture, Sports, and Tourism issued Decision 2799/QD-BVHTTDL attached to the Plan to propagate and disseminate the Law on Tobacco harm prevention in 2023.

Specifically, the main contents of the Plan to propagate and disseminate the Law on Tobacco harm prevention in 2023 include:

(1) Propaganda about preventing the harmful effects of tobacco on television

(2) Issue a document directing the implementation of tobacco harm prevention into hyangyak and conventions

(3) Organize training on the construction and implementation of village regulations and conventions with content on preventing the harmful effects of tobacco for district, commune, and village level officials

(4) Organize training for civil servants and officials of the Culture, Sports and Tourism Sector on activities to prevent the harmful effects of tobacco

(5) Organize direct communication sessions on preventing the harmful effects of tobacco for lecturers and students of 02 schools in Da Nang

(6) Organize and inspect the implementation of the Law on Tobacco harm prevention (Unit budget)

(7) Perform (theatre) winning skits from the competition to write propaganda skits about the harmful effects of tobacco use

(8) Participate in conferences, seminars, and training activities organized by the Tobacco Harm Prevention Fund

The above contents must ensure the following purposes and requirements:

- Raise awareness of the community in general and civil servants, public employees, and workers in the Culture, Sports and Tourism sector about the provisions of the Law on Tobacco harm prevention and documents guiding its implementation, the harmful effects of tobacco, and the benefits of a smoke-free environment.

- Strengthen the effectiveness of the enforcement of regulations on smoke-free environments by banning advertising, promotion, and sponsorship of tobacco companies.

- Continue to improve the capacity to prevent and control tobacco harm for officials participating in tobacco harm prevention activities and replicate the implementation of smoke-free environment models at ministries, branches, and affiliated units.

- The organization of propaganda and dissemination activities under the Law on Tobacco harm prevention must ensure savings and efficiency; diversify forms to suit each audience and each area.

More details can be found in Decision 2799/QD-BVHTTDL, which takes effect from the date of signing.

State policies on prevention of tobacco harms in Vietnam

State policies on prevention of tobacco harms in Vietnam include:

- Socializing resources for preventing tobacco harms.

- Applying appropriate tax policies in order to reduce the proportion of tobacco users.

- Planning tobacco trading in conformity with the objectives of socio­economic development and gradually reducing tobacco supply sources and tobacco demand.

- Encouraging domestic and foreign agencies, organizations and individuals to provide smoking cessation and treatment services; doing research on tobacco harms and smoking cessation methods; doing research on smoking cessation medications; cooperating in and funding the prevention of tobacco harms and encourage tobacco users to quit voluntarily.

- Encouraging and enabling organizations and individuals that grow tree tobacco, produce and process tobacco ingredients to change their trades or occupations.

- Giving commendations to agencies, organizations and individuals that obtain achievements in the prevention of tobacco harms.
