On October 18, 2024, the Minister of Culture, Sports and Tourism issued Circular 08/2024/TT-BVHTTDL regulating the organization and operations of the Arts council in field of performing arts in Vietnam.
- Regarding structure:
The structure of the Arts council in field of performing arts in Vietnam includes the Chairman, Vice-Chairman, and members. The number of Council members is odd. The Council has a Secretariat to assist, established by a person with authority, with a number of members from 02 (two) or more.
The Council's composition includes representatives such as leaders of state agencies, managers, and reputable, experienced experts in the field of performing arts.
- Regarding the term:
The Arts council in field of performing arts in Vietnam operates according to a term, lasting at least 03 (three) years. If necessary, the Council can be established to perform specific tasks.

According to Article 3 Circular 08/2024/TT-BVHTTDL, the Arts council in field of performing arts in Vietnam will have the following functions and tasks:
- Function of the Council: Provide advisory functions to competent state agencies regarding performing arts operations.
- Tasks of the Council:
+ Analyze, evaluate, and assess performing arts operations that use the state budget when requested by the head of a competent state agency, in accordance with legal regulations;
+ Analyze, evaluate, and assess performing arts operations at the request of the head of a competent state agency managing performing arts operations as regulated in Decree 144/2020/ND-CP regarding performing arts operations.
To be specific, the 07 working principles of the Arts council in field of performing arts in Vietnam include:
(1) The Council works on the principle of democratic centralism and makes decisions by majority. If necessary, the Chairman of the Council may decide not to convene a Council meeting but to collect written opinions from members.
(2) Council members perform the rights and responsibilities assigned; they are responsible for their opinions. If a Council member is part of the creative component or has rights and interests related to the content of a performing arts activity, they shall not participate in consulting on that activity.
(3) The Council meeting must have at least 2/3 of the total members present. The Council works by discussion, deciding by voting or ballots. If the votes are equal, the decision is made by the Chairman of the Council (or the Vice-Chairman when authorized).
(4) The Council has a standing committee consisting of the Chairman or Vice-Chairman of the Council (when authorized by the Chairman) and 02 (two) members.
(5) The advisory opinion forms of Council members (as per Appendix No. 01 attached to Circular 08/2024/TT-BVHTTDL) are filed together with the meeting records of the Council. Records are kept at the competent state agency.
(6) The results of the Council meeting must be agreed upon by at least 2/3 of the members, and recorded in the Council Meeting Minutes (as per Appendices No. 02, 03, 04, and 05 attached to Circular 08/2024/TT-BVHTTDL).
(7) Annually, the Council meets to review its operations and report the results to the establishing agency.
