07 Support Funding Contents for Implementing the “One Commune, One Product” Program

On January 30, 2019, the Ministry of Finance promulgated Circular 08/2019/TT-BTC amending and supplementing Circular 43/2017/TT-BTC stipulating the management and use of non-business funds for the implementation of the National Target Program on New Rural Construction for the period 2016-2020.

To be specific, in order to improve the quality of the implementation of the Cycle in the One Commune One Product Program for the period 2018 - 2020 (referred to as the OCOP Program), the state will provide financial support for the following activities:

- Financial support for the development of provincial and district-level Schemes and Plans, including costs for conducting surveys, collecting product data, hiring consultants to develop proposals, and plans.- Financial support for communication, information dissemination; product data, participation in trade promotion activities for OCOP-rated products; development of instructional materials, training, and promotion serving the OCOP Program.- Financial support for inspection and guidance on the implementation of the OCOP Program.- Financial support for training and educating staff implementing the OCOP Program, including visits and learning experiences both within and outside the province. In cases of organizing international study and experience trips, these should be executed according to the directives of the competent authority and conform to financial management regulations.- Financial support for training and educating organizations and individuals participating in the OCOP cycle at various levels.- Financial support for organizing evaluation and rating of OCOP products annually at various levels, including costs for hiring experts, transportation and preservation of contest products, organizing evaluations, costs for quality inspection of products as required, and announcing results.- Financial support for managing the trademarks of OCOP products, including costs for registering product trademarks, supporting design costs for trademarks of products participating in the OCOP cycle, printing labels, and certificates.
