Regarding this matter, LawNet would like to answer as follows:

On April 8, 2024, the Government Office issued Notice 144/TB-VPCP on conclusion of the Standing Government on the planning of the Red River Delta region during the period of 2021–2030, with a vision towards 2050.

According to Notice 144/TB-VPCP in 2024, in order to promptly complete the content of the planning of the Red River Delta region to be submitted to the Prime Minister for approval, the Government's Standing Committee has proposed that the Ministry of Planning and Investment pay attention to several specific contents that need to be reviewed and completed of the planning of the Red River Delta region as follows:

- The Red River Delta region is currently proposed to be organized into 2 sub-regions, 1 dynamic region, 4 growth poles, and 5 economic corridors; it is suggested to analyze and clarify the necessity and rationality of planning Bac Ninh province as a growth pole.

- Review the planning with a high-growth scenario option, with breakthrough policies and strong mechanisms for fast, strong, and sustainable development.

- Study and arrange clear and coherent planning content according to the organization of various spaces (transportation, culture, rivers, development, science and innovation, urban development, agriculture, environmental protection, underground works, etc.), with attention to certain spaces:

+ Transportation development space: research and expand development, organize transportation appropriately, with breakthrough solutions to solve traffic congestion in the region and interconnect the region, review, and supplement: promote the planning of railways and subways in Hanoi; develop the North-South high-speed railway (passing through the Red River Delta region); prioritize preparation and commencement before 2030 of the high-speed railway line from Lao Cai - Hanoi - Hai Phong - Quang Ninh, and the high-speed railway line from Lang Son - Hanoi connecting with China; review the road connections in industrial corridors, ensuring transportation connectivity and minimizing logistic costs to promote industrial development; study the appropriate location for the second airport - a major international transit airport for the Red River Delta region, as a backup for Noi Bai International Airport in a suitable area of the Red River Delta region, saving land; review the development of transportation space in accordance with the National Master Plan and sectoral transportation planning.

+ Cultural space: analyze and highlight the major characteristics, cultural highlights of the region (history, wet rice culture, Tran dynasty, etc.) connected with the promotion of historical and cultural values for tourism development; develop solutions, mechanisms, and policies to attract investment resources to create attractive cultural spaces and contribute to the promotion of socio-economic development.

+ River space: restore and make the rivers "alive," connecting the cultural heritage of river basins in the region; enhance the development of inland waterway transportation within the region and interconnect the region, leverage the advantages of tourism along water routes.

+ Urban development space: study and review the arrangement of urban development space in a rational manner, planning urban areas towards green, smart, modern spaces, connected with public transportation; Hanoi, as the political and administrative center of the country, should plan to relocate production facilities, certain professional units, major research institutions, etc., out of the city center to reduce infrastructure pressure.

- Review the division of sub-regions to fully utilize advantages, ensure the goals of cohesion and mutual support within sub-regions and effective connectivity within the whole region, and ensure the common development goals of the region.

- Review the plan to determine the growth poles of the region with the goal of being the focal points contributing to the GDP of the region and the country, with development potential in the future. The growth clusters: Hai Phong, Quang Ninh, and Nam Dinh should have plans for high-tech industrial zones and innovation centers.

- Review the planning content regarding resources with a breakthrough mindset to create resources, with a focus on utilizing, promoting, and exploiting resources such as land, natural resources, culture, traditional heritage (linked with tourism economy), human resources, and public-private partnerships.

- After the planning for the Red River Delta region is approved, implement the announcement according to the regulations, carry out effective communication to inform relevant agencies, investors, and the public about the planning.
