Recently, the Minister of Information and Communications signed and promulgated Circular 13/2019/TT-BTTTT stipulating the activities of developing national technical regulations, national standards, and basic standards in the field of management of the Ministry of Information and Communications.
The products, equipment, networks, systems, services, and processes which are subject to the National Technical Regulations in the field of information and communications technology (hereinafter referred to as QCVN) must ensure the principles stipulated in Circular 13/2019/TT-BTTTT as follows:

- Have a broad scope, involving many organizations and individuals; related to human safety and health; occupational safety and hygiene; environment; legitimate rights and interests of related parties.- Have the potential to cause harm to people and the environment during installation, operation, and usage.- Have the potential to negatively impact other products, equipment, networks, and systems during operation and usage, thereby indirectly affecting humans, the environment, public safety, national defense, and security.- Have the potential to affect the interoperability between user devices and the devices, networks, and systems of service providers, and between the devices, networks, and systems of different service providers and government agencies.- Need to be specified regarding technical characteristics and quality requirements to ensure the sustainable development of the entire network, system, or public objectives.- Need to stipulate quality requirements to ensure the lawful rights of service users.- Need to meet other special requirements serving the management objectives in each period of the Ministry of Information and Communications.
Additionally, this Circular stipulates the annual QCVN construction plan of the Ministry of Information and Communications to be implemented as follows:
- By Quarter II each year, agencies, organizations, and individuals register the QCVN construction plan for the following year and send it to the Ministry of Information and Communications (Department of Science and Technology) according to the form in Appendix I issued with this Circular.- The Department of Science and Technology consolidates, evaluates the necessity, and agrees on the proposed draft QCVN construction plan. Before October 31 each year, the draft QCVN construction plan is sent to the Ministry of Science and Technology and related organizations for comments.- Based on feedback from related organizations and individuals, the Department of Science and Technology consolidates, revises, and finalizes the draft QCVN construction plan and submits it to the Minister of Information and Communications for review and approval before December 31 of the year preceding the plan year.
In addition, the QCVN construction plan is only adjusted and supplemented when ensuring the content and implementation time and having the directive from the leadership of the Ministry of Information and Communications. The Ministry of Information and Communications will announce and post on the Ministry's electronic portal the decision to approve the annual QCVN construction plan for related agencies, organizations, and individuals to implement the draft QCVN.
