07 areas receiving preferential land rent in Hanoi

This is the content of Decision 17/2023/QD-UBND on preferential land rental policies in the following fields: education - training, vocational training, health, culture, sports, environment, and judicial appraisal in Hanoi city.

Thus, there are 07 areas receiving preferential land rent in Hanoi, including:

+ Education - training;

+ Vocational training;

+ Health;

+ Culture;

+ Sports;

+ Environment;

+ Judicial appraisal.

Content of preferential land rental policy

(1) The facility implementing the socialization project falls within the subjects and scope specified in Clause 1, Article 1 of Decision 17/2023/QD-UBND mentioned above and meets the conditions prescribed in Clause 2, Article 1 of Decision 17/2023/QD-UBND to enjoy land rent exemption and reduction incentives according to the City's socialization promotion policy stipulated in Decision 17/2023/QD-UBND as follows:

- Son Tay district and town area.

100% exemption of land rent for the entire project implementation period within the land lease term for all socialized fields specified in Clause 1, Article 1 of Decision 17/2023/QD-UBND.

- The district area does not include 04 districts: Ba Dinh, Dong Da, Hai Ba Trung, and Hoan Kiem.

60% reduction in land rent for the entire project implementation period within the land lease term for socialized fields specified in Clause 1, Article 1 of Decision 17/2023/QD-UBND (except for socialization investment projects to build hospitals, higher education establishments, and vocational education establishments).

- Area of 04 districts: Ba Dinh, Dong Da, Hai Ba Trung, and Hoan Kiem.

Receive a 30% reduction in land rent for the entire project implementation period within the land lease term for socialized fields specified in Clause 1, Article 1, Decision 17/2023/QD-UBND (except for socialization investment projects to build hospitals, higher education establishments, and vocational education establishments).

(2) In case the socialization project belongs to the field of investment incentives according to the provisions of the Investment Law, the percentage of land rental unit price will apply according to Decision 12/2021/QD-UBND dated August 25, 2021 of the City People's Committee and amended and supplemented documents (if any).

In case the socialization project does not belong to the field of investment incentives according to regulations but belongs to the subjects and scope specified in Clause 1, Article 1, Decision 17/2023/QD-UBND and meets the conditions specified in Clause 2, Article 1 of Decision 17/2023/QD-UBND, the percentage of the land rental unit price is 1%.

Responsibilities of establishments implementing socialization in Vietnam

- Establishments implementing socialization must comply with the list, type, criteria, and scale of licensed projects; comply with the operating charter; ensure professional conditions, human resources, and facilities according to the provisions of law; and provide society with products and services that meet the requirements and standards of content and quality.

- Establishments implementing socialization are responsible for publicly disclosing the fee levels for each service, disclosing operations, disclosing finances in accordance with the law, and disclosing support levels and the amount of state budget support (if any).

Periodically report the establishment's operational and financial situation to industry management agencies, financial agencies, and tax agencies at the same level, according to the provisions of the law.

- Establishments implementing socialization are responsible for implementing the inspection and examination requirements of tax and finance agencies and competent state agencies; providing fully and promptly documents related to the content of inspection and examination; and taking responsibility for the accuracy and truthfulness of information and documents provided in accordance with the provisions of law.

- The establishment implementing socialization is responsible for organizing the implementation of accounting and statistical work; carrying out annual audits, and publicizing audit results according to the provisions of law.
