Regarding this issue, LawNet would like to answer as follows:
On November 18, 2023, the Government Office issued Notice 475/TB-VPCP on the conclusions of Prime Minister Pham Minh Chinh at the National Online Conference evaluating the results of 10 months of implementing Directive 01/CT-TTg on strengthening fire prevention and fighting in the new situation.
To promptly overcome the above shortcomings and limitations, in the coming time, heads of ministries, branches, and localities must be truly concerned and responsible, focusing on drastically and effectively implementing solutions and tasks to improve the quality of fire prevention and rescue work, in which it is necessary to focus on the following main tasks and solutions:
(1) Continue to thoroughly grasp and effectively and practically implement the guiding documents of the Party, the National Assembly, the Government, and the Prime Minister, especially Directive No. 47-CT/TW, Conclusion 02-KL/TW of the Secretariat; Resolution 99/2019/QH14 of the National Assembly, Directive 01/CT-TTg, Official Telegram 825/CD-TTg of the Prime Minister, and the direction of General Secretary Nguyen Phu Trong on strengthening fire prevention and fighting work.
(2) Strengthen the leadership and direction of the Party Committee at all levels, tighten discipline, and improve the effectiveness and efficiency of state management at all levels in terms of fire prevention, construction, electricity, promptly correct loopholes and shortcomings, especially at the grassroots level.
Continue to review and inspect fire prevention and fighting, especially for apartments, individual houses with many floors, rental establishments with a high density of people, housing combined with production, and businesses that have a high risk of fire and explosion. Clearly define the responsibilities of organizations and individuals; strictly handle violations (if any) in accordance with the law, with no prohibited areas and no exceptions.
(3) Mobilize the combined strength of the entire political system and social resources to develop facilities, infrastructure, and logistics to meet the requirements and tasks of fire prevention and rescue in the new situation, which focuses on improving the capacity of fire prevention and fighting forces;
Strengthen forces in residential areas and establishments; Do a good job of planning, especially infrastructure planning (traffic, water sources, etc.); Build a close and effective coordination mechanism between firefighting and rescue forces...
(4) Further promote propaganda and legal knowledge education, raise people's awareness, responsibility, knowledge, and skills about fire prevention and rescue, and replicate good and typical models and practices on fire prevention and fighting. The mass media at central and local levels spend appropriate time, prioritizing the time frame most people watch, to propagate this work.
(5) Appreciate and focus on implementing good prevention work early, from afar, right from the grassroots, identifying this as the main task, which must be performed regularly, continuously, and methodically. Firefighting and rescue operations must be professional and modern.
(6) Close coordination between agencies and forces to promote the development of policies and laws, perfecting institutions and systems of standards and regulations on fire prevention and fighting suitable for Vietnam's economic and social conditions; it is strictly forbidden to "insert" personal or group interests in policy and law development.
The organization and implementation of legal regulations on fire prevention and fighting must not cause trouble or legalize violations, but must have solutions to ensure the rights of people and businesses; especially when "status changes," there must be a transition so that people and businesses have time to prepare and overcome. Continue to guide and remove difficulties and obstacles for people and businesses regarding fire prevention and fighting according to the direction of the Prime Minister in Official Telegram 220/CD-TTg dated April 5, 2023.
