06 standards for participating in the grassroots-level security and order protection forces of Vietnam (Illustration)

Draft Law on the grassroots-level security and order protection forces stipulates that Vietnamese citizens from the age of 18, meeting the following standards, will be considered for recruitment into the force participating in grassroots security and order protection in their locality:

1. Have educational qualifications as prescribed by the Minister of Public Security.

2. The individual and their family must comply well with the guidelines and policies of the Communist Party and the laws of the State, with confirmation from the commune-level People's Committee where they reside.

3. Be in good health as certified by a medical institution from the district level or higher.

4. Have a stable residence in the locality where they are being recruited into the security and order protection force.

5. Have a clear background, good moral character, no criminal record or offenses; not be a person currently serving a community sentence or undergoing any administrative measures.

6. Have a voluntary application to join the grassroots-level security and order protection forces.

Additionally, the Draft Law stipulates the principles of operation for the grassroots-level security and order protection forces, which include:

- Compliance with the Constitution and laws; relying on the People and being supervised by the People; promoting the collective strength of the entire populace and the grassroots political system to perform tasks; ensuring human rights, citizens' rights, the interests of the State, and the legitimate rights and interests of agencies, organizations, and individuals.

- The grassroots-level security and order protection forces is under the leadership of the Communist Party's committees, the management and administration of the commune-level People's Committees, and the professional direction and guidance of the Public Security agencies.

- Close coordination between the tasks of security, order, and social safety with the local defense, economic, cultural, and social tasks.
