Given the importance of population policy for sustainable socio-economic development in the upcoming period, the Ministry of Health of Vietnam continues to enhance communication efforts regarding population and development.

The contents mentioned in Official Dispatch 5907/BYT-VPB1 in 2024 is for responding to the recommendations of voters in Ho Chi Minh City after the 7th Session of the 15th National Assembly, issued by the Ministry of Health of Vietnam.

Voters emphasized the importance of propaganda work and policy implementation on population; requesting the Ministry to prioritize enhancing communication, deeply ingraining the importance of population and development policies in society.

According to the Ministry of Health of Vietnam: In the country's reform and development endeavors, our Vietnam Communist Party always emphasizes communication and advocacy in population work to equip cadres, party members, and the public with foundational ideological knowledge and the Party and State's policies and guidelines. Based on this, they can self-consciously and positively transform behavior in practice to realize the Party's ideal objectives. One of the important tasks and levers in population work is organizing and implementing communication, advocacy, and education on population.

Immediately after Resolution 21-NQ/TW dated October 25, 2017, from the 6th Conference of the 12th Central Committee of the Vietnam Communist Party on population work in the new situation was promulgated, the Ministry of Health and other Ministries, sectors, Party Committees, city committees, and related agencies organized dissemination of the Resolution in various forms. The audience for dissemination was also diverse, including Party members and members of the public. Policies and directions on population issues were broadly disseminated in society, welcomed, supported, and actively implemented by the people.

The communication and advocacy contents on population have closely followed the policies and guidelines of the Vietnam Communist Party and the laws of the State regarding population work in the new situation. They continue to promote that each couple should have two children, ensuring the rights and responsibilities of raising children well; raising awareness and practice of gender equality, reducing gender imbalance at birth, effectively utilizing the golden population structure; adapting to population aging; improving population quality... Communication education content has shifted strongly from population-family planning to population and development, comprehensive population communication including scale, structure, distribution, and especially population quality.

However, in view of the importance of population policy for sustainable socio-economic development in the coming period, the Ministry of Health will continue to strengthen communication on population and development in the next stage by:

(1) Enhancing and further innovating communication and advocacy efforts on population work; intensifying dissemination and deeply ingraining awareness of the importance of population and development policies in society.

(2) Strengthening communication to raise awareness among Vietnam Communist Party committees and authorities at all levels.

(3) Increasing innovation in advocacy content, shifting focus to population and development; intensifying educational communication to raise awareness and behavior change towards improving population quality.

(4) Enhancing and accelerating communication activities for specific population groups. Prioritize communication in remote, isolated, specially difficult areas, low fertility areas, and regions with high birth sex ratios. Select communication content and forms about population and development appropriate for urban, rural, and ethnic minority residents.

(5) Innovating communication methods, ensuring suitability for each target group, with attention to specific groups. Intensify communication on mass media; effectively utilize the advantages of information technology and various forms of digital and new communication.

(6) Allocate sufficient and timely funding for communication work, meeting the actual needs of implementation.
