06 Duties of Personnel in Fire Prevention and Fighting, and Rescue at College-Level Proficiency

Recently, the Ministry of Labour, Invalids and Social Affairs has issued Circular 56/2018/TT-BLDTBXH stipulating the minimum required knowledge volume and competency requirements that learners must achieve upon graduation at intermediate level, college level for fields, and professions in transportation services, environment, and security.

To be specific, Circular 56/2018/TT-BLDTBXH stipulates that firefighting and rescue at college level is a profession that performs the following tasks: Design approval, acceptance inspection for firefighting; inspection of firefighting and rescue safety; public propaganda and mobilization for firefighting and rescue; management, use, operation, storage, and maintenance of firefighting and rescue equipment; designing fire alarm and automatic fire extinguishing systems; training firefighting skills, developing and practicing firefighting plans; training rescue operations, developing and practicing rescue plans; carrying out firefighting activities for occurring fires; organizing rescue operations for incidents and accidents within the scope of the firefighting force's rescue, meeting the requirements of level 5 in the Vietnam National Qualifications Framework.

Firefighting and rescue professionals perform the following main tasks:

- Conduct design approval of firefighting design documents; inspect the construction of firefighting systems; carry out acceptance inspections for firefighting;

- Prepare basic investigation documents; classify facilities under the management scope for firefighting; guide facilities to implement measures ensuring firefighting safety in accordance with regulations; organize safety inspections for firefighting at facilities; handle violations of firefighting regulations;

- Develop programs, plans, and content for propaganda on firefighting and rescue; organize propaganda activities on firefighting and rescue; guide the establishment of a popular movement for firefighting at facilities under state management for firefighting and residential areas with high risk of fire and explosion;

- Develop training plans, training curricula, and conduct training in firefighting and rescue operations. Develop firefighting plans and rescue plans; plan and organize drills for firefighting and rescue plans; organize drills for firefighting and rescue plans based on simulated scenarios;

- Deploy forces, equipment, and firefighting devices to swiftly extinguish the fire; apply reasonable firefighting strategies and methods to save people, save property, and prevent fire spread promptly and effectively;

- Organize the deployment of special forces, equipment, and rescue devices and apply suitable measures, techniques, and tactics for rescue operations on the scene of incidents and accidents to achieve the highest efficiency in saving people and property;

- Instruct officers and soldiers in operating firefighting and rescue equipment. Manage firefighting and rescue equipment, plan for maintenance, and repair firefighting and rescue equipment.

Note: Minimum knowledge load: 2,385 hours (equivalent to 90 credits).
