06 Contents of inspection on assignment, rotation, and secondment of officials in Vietnam (Illustration)

In Article 23 of Circular 09/2012/TT-BNV, the inspection contents on the transfer, rotation, secondment of officials in Vietnam include:

- Basis and reasons for the implementation of transfer, rotation, and secondment of officials;

- Procedures and processes for transfer, rotation, and secondment;

- Arrangement and assignment of tasks for transferred, rotated, seconded officials;

- Implementation of policies for transferred, rotated, seconded officials;

- Duration of transfer, rotation, secondment;

- Other contents as prescribed in Section 4 of Decree 24/2010/ND-CP of the Government of Vietnam and Section 3, Chapter II of the Regulation on Appointment, Re-appointment, Rotation, Resignation, and Dismissal of Leading Officials issued together with Decision 27/2003/QD-TTg dated February 19, 2003 by the Prime Minister of the Government of Vietnam and other legal regulations on transfer, rotation, secondment of officials in Vietnam.

In addition, the inspection contents on the change of work positions for officials in positions that are required to be periodically rotated according to legal regulations and in other positions according to specific inspection subjects include:

- Total number of officials subject to periodic position change;

- Results of the job position change; duration of the job position change;

- Reallocation and regrading of officials upon job position change (if any);

- Other contents as prescribed in Decree 158/2007/ND-CP dated October 27, 2007 of the Government of Vietnam and other legal regulations on the change of work positions for officials.

More details can be found in Circular 09/2012/TT-BNV, which comes into effect in Vietnam fromFebruary 1, 2013.
