The establishment of economic - technical norms in the field of education and training from December 16, 2021 in Vietnam is based on the provisions stipulated in Circular 14/2024/TT-BGDDT.

On October 31, 2024, the Minister of Education and Training of Vietnam issued Circular 14/2024/TT-BGDDT guiding the process of establishing, evaluating, promulgating economic-technical standards, and methods of pricing education and training services.

What are economic-technical standards applied in the field of education and training in Vietnam?

According to Clause 1, Article 2 of Circular 14/2024/TT-BGDDT, economic-technical standards applied in the field of education and training are the standards for consumption and costs of labor, equipment, materials, and facilities to complete the education and training of one learner to achieve the criteria and standards established by the competent authority. Economic-technical standards include four fundamental component standards: Labor standard, equipment standard, material standard, and facility standard.

What are bases for establishing economic-technical standards in the field of education and training in Vietnam?

The establishment of economic-technical standards in education and training from December 16, 2021, is based on the following grounds:

- Regulations on educational programs, training programs, knowledge volume standards, output competency standards of learners corresponding to each educational level and training level for formal education and other educational programs for continuing education.

- Contents regulated in the charter of preschools; charter of primary schools; charter of secondary schools, high schools, and multi-level schools; charter of pedagogical colleges; regulations on the organizational activities of continuing education institutions, and higher education institutions; job positions, public employee structure according to professional titles and standards for the number of persons working, working policies of teachers, administrative staff, service staff of educational institutions.

- Actual operating conditions of educational institutions regarding facilities, including construction works, factories, machinery, teaching and learning equipment.

- Regulations on standards, quotas for equipment and work tools for teachers, lecturers, workers in public service providers.

- Regulations on standards, use quotas for professional works area and standards, quotas for specialized machinery and equipment use in the field of education and training.

- Annual statistics or those within reporting periods and related documents.

What are methods for developing economic-technical standards in the field of education and training in Vietnam?

From December 16, 2024, there will be four methods for developing economic-technical standards in the field of education and training as prescribed in Article 6 of Circular 14/2024/TT-BGDDT, including:

(1) The standard method: Based on legal standards and regulations regarding labor time, rest policies, machine and equipment consumption to develop labor, equipment, material, and facility standards for each task, serving as a basis for calculating economic-technical standards.

(2) The comprehensive statistical method: Based on annual statistics or those within reporting periods continuously for 3 years prior to the economic-technical standards development time and actual education and training at the educational institution to develop economic-technical standards.

(3) The experimental analysis method: Conduct surveys, experiments according to each process, work content; based on the results of surveys and experiments to analyze and calculate each component of the standard.

(4) The comparative method: Based on the standards of equivalent tasks and products that have been implemented in practice to develop economic-technical standards.
