On April 14, 2023, the Government of Vietnam issued Resolution 53/NQ-CP to implement Resolution 74/2022/QH15 on promoting the implementation of policies and laws on thrift practice and anti-waste.
According to Resolution 53/NQ-CP, the Government of Vietnam has set out common tasks and solutions for thrift practice and waste prevention as follows:
(1) The Ministry of Information and Communications of Vietnam shall assume the prime responsibility for formulating and submitting to the Prime Minister a project on propaganda and dissemination in order to raise awareness and responsibility in the implementation of policies and laws on thrift practice and anti-wastefulness at each agency, organization, and individual, both in the public and private sectors, to practice thrift and fight waste to truly become the behavior culture of cadres, civil servants, public employees, and the people.
(2) Ministries, branches, and localities shall strengthen and tighten discipline, thoroughly thrift and fight waste; improve the efficiency of mobilization, management, and use of the country's resources for rapid and sustainable development.
Improve the effectiveness and efficiency of supervision, inspection, examination, audit, investigation, prosecution, trial, and judgment enforcement related to the implementation of policies and laws on thrift practice and anti-waste. Strictly and promptly handle the responsibility of organizations and individuals for violations in the practice of thrift and anti-waste.
(3) From 2023, deploy nationwide the campaign on thrift practice and anti-waste.
The Ministry of Home Affairs shall assume the prime responsibility for, and coordinate with relevant ministries and agencies in, advising and assisting the Government in organizing the emulation movement on thrift practice and anti-wastefulness in the emulation movement to promote synchronous and modern infrastructure development; practicing thrift and fighting waste in all fields of production and consumption at all levels, in all industries, and among the people with practical and effective themes, contents, and forms.
Timely praising, rewarding, and replicating advanced examples of good performance in thrift practice and anti-waste.
(4) The Ministry of Finance shall assume the prime responsibility for, and coordinate with relevant ministries and agencies in, advising and assisting the Government in renovating the formulation, promulgation, and implementation of
and report on the implementation of the 5-year and annual program on thrift and anti-waste practices in the direction of ensuring overallness, comprehensiveness, focus, and themes each year.
(5) Based on the functions and tasks assigned to ministries, branches, and localities, continue to improve the policy system and laws related to thrift practice and anti-wastefulness to ensure uniformity, consistency, and suitability with practical requirements.
From 2023, regularly evaluate the effectiveness and quality of policies after promulgation to promptly correct inadequacies and conflicts in order to limit loss and waste of resources.
Focusing on developing national policies on thrift practice and anti-waste in each period for a number of key areas such as energy saving, management, exploitation and use of land, natural resources, and minerals.
Specifically, in completing the review, summarization, and assessment of the overlap, inconsistency, and timeliness of the legal system related to the practice of thrift and anti-waste, the Government requires:
- Reviewing, summarizing, and proposing amendments to the Law on thrift practice and waste prevention.
- Completing the review and assessment of the overlap, inconsistency, and timeliness of the legal system related to thrift practice and waste prevention (excluding the Law on thrift practice and anti-waste).
- Proposing amendments to relevant laws and legal documents; amending according to its competence legal documents to ensure synchronism and unification of the legal system, overcome overlaps and contradictions, and improve the efficiency of the management and use of State resources (personnel, material, financial, etc.).
