05 Subjects Not Permitted to Participate in Betting at World Cup 2018

Decree 06/2017/ND-CP permits players who are 21 years of age or older and possess full civil act capacity in accordance with the law to participate in international football betting. Players who do not meet the conditions will not be allowed to participate in betting.

At Clause 2, Article 3 of Decree 06, it is stipulated that international football betting is only permitted when the matches and tournaments selected as the basis for international football betting business have been announced and approved by the International Federation of Association Football (FIFA).

In the list of international football tournaments issued under Decision 1064/QD-BVHTTDL on March 28, 2018, it is mentioned that the 2018 FIFA World Cup Russia (abbreviated as World Cup 2018) held in June and July has been approved by the International Federation of Association Football for international football betting business.

Accordingly, in the upcoming World Cup 2018 tournament, the following subjects are not permitted to participate in betting:

  1. Persons under 21 years old and those who do not have full civil act capacity;
  2. Managers, executives, employees, and their parents, spouses, and biological children of managers or executives of betting businesses involved in betting organized by their own business;
  3. Players, referees, and their parents, spouses, biological children of players or referees participating in betting on races, matches, and tournaments in which they are involved or officiating;
  4. Individuals whose family members with full civil act capacity, such as parents, spouses, and biological children, or the individuals themselves have requested the betting business not to allow them to participate;
  5. Individuals who are currently being prosecuted for criminal liability, serving penalties without having their criminal record expunged; individuals undergoing educational measures at the commune-level, or admitted to reformatories, compulsory educational or rehabilitation centers.
